About the Agency:
The Virginia Department of Military Affairs State Team provides professional and responsive state support functions to the Adjutant General of Virginia, the Virginia National Guard, the Virginia Air Guard, and the Virginia Defense Force in order to ensure their ability to support and defend the United States and the Commonwealth of Virginia.
This position is based in Blackstone, VA. This position requires the selected applicant for hire to complete a Statement of Economic Interest. Telework is ineligible for this position.
This position is responsible for managing a team of professionals in the Fiscal Operations office to ensure accuracy and timeliness of processes and compliance with State and Federal regulations as well as generally accepted accounting principles. This position develops and maintains policies and procedures for all areas of responsibility, and ensures strong internal controls are in place.
Minimum Qualifications
Extensive financial experience to include Federal and State: budget/resource analysis, procurement, financial planning and forecasting, grants management/cooperative agreements, accounts payable and receivable, payroll, fixed assets, and fiscal administration required;
Ability to plan, direct, implement, and monitor Federal/State programs and report on the results of such programs in a timely and accurate manner following Federal and State regulations;
Must be able to develop and maintain professional relationships, specifically with executive-level leadership;
Demonstrated ability to supervise and direct the work of managers and others to ensure appropriate guidance/directions are given and the workload is delegated in an efficient and effective manner;
Experience developing position descriptions, completing annual performance evaluations, counseling/providing timely feedback to staff, preparing personnel action documents, and issuing Performance Improvement Plans (PIPs) when needed;
Ability to analyze and interpret financial data and make sound recommendations;
Ability to explain complex and diverse financial data;
Ability to communicate effectively, both verbally and in writing, with diverse groups of people;
Considerable knowledge of Federal and State laws and regulations and trends in government and public finance;
Knowledge of State government budget cycle;
Extensive and progressive financial management experience, budgeting, Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), auditing, planning and policy development;
Experience overseeing Small Purchase Charge Card (SPCC) utilization;
Ability to manage State general and non-general fund revenue, appropriation and expenditure issues, and requirements for State and Federal grants management;
Valid Driver's License with acceptable driving record required;
Must be willing and able to travel, occasionally overnight.
Additional Considerations
Experience in State government and use of Cardinal Financial, Cardinal Human Capital Management, Fixed Asset Accounting Control System (FAACS), and Performance Budgeting strongly preferred;
Knowledge of FEMA processes;
Familiarity with year-end processing to include preparing year-end statements as directed by the Department of Accounts desired.
