Job Summary:

Works under the general direction of the Construction Office Supervisor/ ASO Ill. Responsible for performing construction office administration duties such as inputting data, procurement of materials, equipment and services, budgeting, construction project cost accounting, data processing and related clerical services. Responsible for monitoring construction project timeliness, quality and compliance with established standards. Maintains required documents and ensures accuracy on all contract items including contractor certified payrolls, supplemental agreements, and contractor pay estimates. Develops and maintains a systematic set of records of construction projects and design activities.

Job Duties:
  • Review for accuracy and or prepare contract documents related to supplemental agreements and financial documentation for construction projects. Prepare and generate construction project documentation for project administration to ensure conformance with all applicable laws, rules, regulations and standards.
  • Use field office automated systems to create PEN Diaries for contractor payments, review and assure accuracy of diaries signed off on by the inspectors and TES (Grade 22). Review contractor certified payrolls and DBE documentation for compliance with Federal requirements
  • Assist Office Manager in reviewing and verifying calculations, tests and documentation related to the construction office managers process and work assignment.
  • Create appropriate documents for procurement actions to include goods and services. Procurement and Accounts Payable research of automated procurement system, initiation of purchases, receiving, and verifying purchase and completion of all documents and automated transactions in compliance with State and agency codes and policies.
  • Interact with contractors, consultants, local agencies and citizens to enhance and maintain communication. Attend partnering, safety and staff meetings. Drive a vehicle in the course and scope of State business.
  • Back up person to cover multi-line phone system and visitor entry in absence of office administrative staff.
  • Other duties as assigned as related to the position.
Knowledge, Skills & Abilities (KSAs):

Knowledge:
- Knowledge of the principles and practices of business administration, to include but not limited to business math, accounting principles and English/grammar.
- Knowledge of agency rules, regulations and operating procedures.
- Knowledge of procurement system, computer systems and associated business software such as word processing, spreadsheets, database management, graphics, scheduling and organizing.
- Knowledge of Google Workspace.

Skill:
- Organizing and prioritizing work assignments.
- Analyze and evaluate data.
- Work scheduling and management.
- Analysis and preparation of data.
- Written and verbal communication. Interpersonal communications with contractors, consultants and other government employees.

Ability:
-Ability to plan, analyze, perform multiple tasks, communicate effectively, comprehend directions and work under stress.
- Provide exceptional customer service. Adjust to an ever changing environment. Ability in mentoring and training other employees.
-Ability to safely operate State vehicles.

Selective Preference(s):

Two (2) years of technical work performing engineering and construction activities to include construction records management and verification, or assisting inspection and administration of highway construction projects or relevant experience in business administration such as records management and accounting.
