We are seeking candidates for the position of Manager, Yard Operations & Equipment Utility(7116) in the Control Center RROC.

Salary Range: Min: $70,668.00 - Mid: $88,348.00 - Max: $106,028.00 

       

OVERALL DESCRIPTION

Responsible for the reporting and monitoring of inspection, location and condition of the entire fleet of passenger equipment while coordinating and interfacing with foreign railroads, Service Planning Department, Rail Transportation and EM&C to promote continuous improvement in the safety and reliability of service.

SPECIFIC RESPONSIBILITIES

  1. Provides daily equipment utilization worksheets for all outlying points, yards and shops. Identifies and makes available any equipment in need of maintenance or repair, Positive Train Control (PTC) testing and/or training as well as PTC equipment modification scheduling.
  2. Makes necessary notifications, T&E crew requests from Personnel Assignment Office (PAO), for all special trains, extra moves/group travel and consist shortages on a daily basis.
  3. Assists the Service Planning and Rail Transportation departments in the development, support and maintenance of special schedule initiatives such as Early Release, Weekday/Saturday and other special service adjustments, both planned in advance, and in real time. 
  4. Develops and implements updated equipment utilization packages based on schedule changes that correspond with quarterly crew picking.
  5. Works closely with Service Planning to monitor passenger volume and makes necessary consist adjustments where needed and/or requested, as well as maintains train conductor passenger count records for immediate Control Center reference.  
  6. Coordinates FRA mandated 92 day inspections with Transportation Managers (Yardmasters) and Rail Vehicle Management personnel while maintaining an accurate record of such inspections.
  7. Coordinates with the Rules Department and the Director of the Railroad Control Center to update and distribute SEPTA and AMTRAK Bulletin Orders and Division Notices on a weekly basis. Supervises clerical personnel in reproduction, packaging and distribution of Bulletin Orders and Division Notices.
  8. Attends Project Coordination meetings with EM&C to ensure proper train consist adjustments and support is afforded to outlying points and yards. 
  9. Maintains a record of all movements made by foreign railroads (CSX, NS, AMTRAK) on SEPTA territory, for auditing and payment purposes. 
  10. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
  11.  Perform other duties as required. 

QUALIFICATIONS AND EXPERIENCE

  • High School Diploma or equivalent and a minimum of five (5) years proven Railroad Operating experience required.  
  • An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be   considered in lieu of the above requirements.
  • Must be proficient on the Railroad Physical Characteristics and Railroad Yard configurations.
  • Must possess strong administrative, organizational, verbal and written communication skills.
  • Must possess an acceptable attendance, performance and safety record.  A review of employee’s work record will be part of the interview selection process.
  • Must be able to work early morning shift (e.g., 5:00 am – 1:00pm) with some night shifts, weekends, and/or holidays as required to meet work demands. 
  • Position is required to work during special events and/or severe weather events.
  • Computer knowledge is required.  Candidate will be required to utilize SEPTA’s CTC, ATDS, and Tardy software systems.
