Senior Business Analyst

We are seeking a highly skilled and consultative Senior Business Analyst to support a project at the California Department of Technology, Office of Technology and Solutions Integration (OTSI). This strategic consulting role requires deep experience working within California State departments on public sector IT initiatives. You will manage change requests, drive business requirements development, lead the full User Acceptance Testing (UAT) process, and act as a liaison across multi-agency stakeholders and vendors. Success in this position demands a balance of analytical leadership, operational follow-through, and exceptional communication skills to help California meet federal EVV mandates and sustain program effectiveness.

WORK SCHEDULE: Full-time (Monday-Friday, Pacific Time business hours)

PAY RATE: $65/hour

WHAT YOU'LL DO:

• Develop deep program knowledge of CalEVV and its implementation across California HHS departments, understanding key challenges and opportunities

• Facilitate collaborative planning, documentation, and decision-making across internal state teams and external EVV platform vendors

• Lead the full lifecycle of the Change Request process, ensuring traceability, prioritization, and timely execution across departments

• Serve as a business analysis advisor, reviewing and validating vendor and state deliverables, ensuring they meet business needs and compliance requirements

• Oversee requirements documentation, traceability matrices, and process management tools including SharePoint, qTest, Jira, and Microsoft Office

• Drive and coordinate all User Acceptance Testing (UAT) efforts, including test planning, execution oversight, defect tracking, and multi-platform validation (mobile, web, portal, data warehouse, security)

• Conduct impact assessments for requirement or policy changes and make recommendations that enhance performance, accuracy, or user adoption

• Prepare and deliver weekly status updates, issue briefs, and leadership presentations

• Lead stakeholder training sessions, support communication strategies, and advocate for the State's priorities to enhance platform effectiveness

WHAT YOU'LL BRING:

• Minimum 4 years (within the last 10 years) of experience performing business analysis on IT projects for California State departments, with a focus on requirements development, traceability, and solution enhancement

• At least 3 years (within the last 10 years) advising stakeholders on business process improvements, solutioning strategies, and reengineering practices

• 3+ years of testing experience on government IT projects, including test case development, execution, and defect resolution

• At least 1 year (within the last 7 years) leading UAT activities on public sector initiatives, including test scheduling, execution oversight, and team coordination

• Experience with California HHS departments, Medicaid-related programs, or EVV platforms (Sandata preferred)

• Strong understanding of public health and human services technology ecosystems and related compliance requirements

• Excellent communication, leadership, and facilitation skills, with proven success in stakeholder engagement and cross-functional coordination

• Proficiency in documentation, testing, and project management tools including SharePoint, Jira, qTest, Excel, and PowerPoint
