Job Description
Background
In 2006 the Biomedical Advanced Research and Development Authority (BARDA) was established to support and advance the development of vaccines, therapeutics, diagnostics, and innovative technologies for use during public health emergencies. The BARDA model’s success is codified in 1) 60+ Food and Drug Administration (FDA) approvals, licenses, and clearances, 2) 101 Biomedical products supported for COVID-19 response, and 3) 136 BARDA-supported COVID-19 partnerships. This success centers on BARDA’s public-private partnerships, which have accelerated the development of Medical Counter Measures (MCM) vital to our National Security. BARDA provides its partners critical capability and technical support needed to accelerate MCM regulatory approval and deployment, including support for advanced research and development (AR&D), FDA licensure, and clinical use.
Despite these accomplishments, BARDA continues to face the ongoing threat of emerging and re-emerging diseases, epidemics, pandemics, and terrorism. To address these threats, BARDA must continue to identify and support the development, procurement, and fielding of innovative and improved vaccines, therapeutics, and diagnostic tools aligned with the Public Health Emergency Medical Countermeasures Enterprise’s (PHEMCE’s) national health security mission. PHEMCE’s mission predominantly focuses on post-event prophylaxis and/or postexposure treatment for civilian populations. To build on its lessons learned and accomplishments over the past 15 years, BARDA recently developed and released its 2022-2026 Strategic Plan. The plan provides Team BryceTech with a clear direction by establishing these four organizational goals:

Responsibilities - General
- The OPM’s primary responsibility is to oversee all technical and functional activities necessary for the successful management of the project.
- Serve as the Contractor’s representative of the Prime to BARDA for program execution.
- Directs contractor performance under the IDIQ and all awarded TOs.
- Available 24/7 via cell phone to the CO, COR, and others.
- Manages and provides validation for changes to project scope, schedule, and costs.
- Continually improves management, technical, and business performance.
- Ensures all items are quickly and appropriately closed and lessons learned documented.
- Communicates important task requirements and coordinates team members for efficient execution.
- The OPM will ensure that a project management approach in-keeping with Federal and industry best practices is developed, implemented, and maintained for planning, organizing, managing, documenting, and closeout of all task orders awarded throughout the life of this requirement.
- Management of all performance under this, and all subsequent task orders at all levels.
- Management of all staff (recruitment, retention, on and off boarding, performance etc.) hired in both onsite and offsite capacity under this contract Management of all Consulting ODC hires directed by USG.
- Track and account for all Government Furnished Equipment (GFE).
- Provide leadership and guidance to Contractor staff hired to support BARDA.
- Ensure the Contractor staff is compliant with all requirements including training.
- Advise the COR on any means to improve operational and performance efficiency.
- Coordinate routine meetings with Contractor staff to address ongoing performance.
- Report timely any Contractor identified performance issues to the COR and CO/CS.
- Ensure quality control of all services and deliverables.
- Partner with the Travel Manager to ensure all travel meets all requirements.
