Senior Acquisition and Program Analyst

Qualis Corporation is seeking a Senior Acquisition and Program Analyst to serve as a Senior Acquisition Analyst for the U.S. Army Rapid Capabilities and Critical Technologies Office (RCCTO) Direct Energy – Indirect Fires Protection Capability (DE-IFPC) in Huntsville, AL. Candidate will report directly to the Indirect Fires Protection Capability – High Power Microwave (IFPC-HPM) Product Manager. The candidate shall support program management activities and prepare programs for execution reviews and reporting. The candidate shall implement and comply with Army policy issuances and changes.
- Refine and execute acquisition plan to support an Urgent Material Release (UMR) for prototype to Army unit.
- Develop reports, information papers, talking points, project calendars, development metrics, and briefings for senior leaders and external stakeholders.
- Provide expert assessment and analysis to assist program leadership in daily program management activities and strategic planning to include evaluation of white papers and proposals.
- Conduct program management meetings and reviews e.g., weekly project meetings with vendors, design and gate reviews, ad hoc meetings, and integrated process teams.
- Assist in developing executive-level briefings and supporting data for Program Management Reviews, contractor programmatic syncs, and various working groups to facilitate issue of prototype to unit.

Required Travel: Up to 15%
Required Skills:
- Expertise in acquisition strategy development, analysis and development of key acquisition documents to support project management and execution.
- Capable of leading and executing tasks associated with rapid acquisition
- Team mentality willing to take ownership of any task and drive it to completion
- Knowledge of Army acquisition streamlining initiatives including the use of Other Transaction Agreements (OTA).
- Capable of working independently or leading teams in the solving of problems.
- Capable of communicating key information in a concise manner to senior leadership
- Possess expert ability to obtain and analyze data, identify risks and recommend mitigation strategies and to advise on recommended solutions.
- Expert knowledge of system acquisition concepts, processes, principles, and standards.
- Working knowledge of applicable DoD acquisition directives to support the execution of RCCTO acquisition policy, plans, processes, procedures, and guidance for assigned project development and fielding.
- Superior proficiency in MS Office suite and IT tools.
- Outstanding written and oral communication skills are required.
- Bachelor’s Degree required.
Required Experience:
- 10 or more years of experience in Department of Defense (DoD) acquisition programs, planning and execution.
- Experience in one or more Army program offices.
- Experience with one or more Army equipment material release executions (preferably Urgent).
- Familiarity (or recent experience) working DoD or Army-centric acquisition programs.
- Experience analyzing acquisition and program management products such as acquisition strategies and plans, program execution data and contract attributes (e.g., contract type, contract structure, award and incentive fee plans).
- Experience with budget and appropriation processes, President’s Budget Request (PBR), Program Objectives Memorandum (POM), President’s Budget (PB) and 1-N lists.
Desired Qualifications:
- DoD Acquisition Workforce Certification Level III in Program Management, Business Financial, Contracting, or Logistics.
- Master’s degree preferred.
- Experience with expedited/rapid acquisition efforts.
Clearance:
- Current Secret Security Clearance required. TS and SCI eligibility is preferred.
