Position Overview

Under general direction of the Administrator, Bureau of Community Programs, plans and directs a major facet of the Department’s budget process for Social Services operations. Serves as Division of Rehabilitation Services Budget Manager. Provides consultation and technical assistance to administrators and other agency staff in the preparation of operational budgets, and House and Senate forms and narratives. Monitors on-going expenditures and projected expenditures for assigned divisions. Serves as full-line supervisor to staff engaged in the maintenance of Social Services programs.

Job Responsibilities

  1. Serves as Division of Rehabilitation Services Budget Manager.
  2. Develops formal budget presentation with the Governor’s Office of Management and Budget and the Governor’s Office. 
  3. Provides consultation and coordination in the design, programming and implementation of information used in the development and presentation of budgets, resource allocation/spending plans, monitoring of expenditures and fulfilling other financial and programmatic related informational needs. 
  4. Serves as full-line supervisor.
  5. Supervises and approves spending plan transactions in the Department’s accounting system, prepares and request appropriation line-item transfers.  
  6. Performs and reviews special analyses regarding the department’s operation program/services.      
  7. Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above. 

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to completion of four (4) years college with course work in fiscal or accounting.
  2. Requires three (3) years of responsible administrative and fiscal management experience developing, preparing, and executing a budget in a public or private organization.

Preferred Qualifications

  1. Three (3) years of professional experience utilizing skills to design and maintain databases, queries, and reports and develop spreadsheets in Microsoft Excel. 
  2. Three (3) years of professional experience working with the Illinois Office of the Comptroller SAMS procedures and SAMS data warehouse. 
  3. Two (2) years of professional experience analyzing data sets and trends for budget forecasting. 
  4. Two (2) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, approving time off, and preparing and signing performance evaluations. 
  5. Two (2) years of professional experience working with the state of Illinois budgeting process. 
  6. Two (2) years professional experience working with the grant making processes required by the Grant Accountability and Transparency Act (GATA).

Work Hours:  Mon - Fri, 8:30am - 5:00pm
