Senior Program Evaluator

The Fund for Public Health in New York City, (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

PROGRAM OVERVIEW
The Division of the Center for Health Equity and Community Wellness (CHECW) is devoted to strengthening the Department’s ability to strategically partner with the NYC health care system to ensure equitable access to and delivery of healthcare and social services to NYC residents. The Primary Care Innovation and Programs (PCIP) unit within the Bureau of Equitable Health Systems (BEHS) leverages multiple data sources, including electronic health record (EHR) data, to monitor trends in primary care and preventive services delivery in the ambulatory care space; support planning and technical assistance for providers and payers; provide feedback to engage primary care providers and other healthcare organizations to implement evidence-based strategies; and advance policy to close the racial equity gap for priority health outcomes, beyond physical ailments.

NYC REACH is BEHS’ provider-facing arm that engages primary care providers, health care organizations, and community-based organizations to implement evidence-based strategies; leverages data to support planning and technical assistance for providers and payers; advances policy to close the racial equity gap for chronic disease outcomes, such as hypertension and diabetes; and surfaces opportunities where health care can influence and connect consumers to social support and address the whole person, beyond physical ailments. POSITION OVERVIEW
The Senior Program Evaluator will work on the Program Evaluation and Planning team, which supports NYC REACH with data analytics, reporting and evaluation within BEHS. Candidates for this position should expect to work on a broad set of topics, such as quality improvement in clinical settings, health equity, chronic disease management and prevention, and birth equity. The Senior Program Evaluator should expect a dynamic data environment in which they will be providing reports and insights to guide leadership decisions. A successful applicant is curious and driven, willing to learn new skills, and has strong project management skills. You will work in one of the most innovative health departments nationally, with many opportunities to utilize your critical thinking skills in this highly impactful role. This position reports to the Executive Director, Program Evaluation and Planning.

RESPONSIBILITIES
• Lead program evaluation planning, including development of evaluation plans, logic models, study designs, and work plans
• Draft and manage the submission of IRB protocols
• Lead the development of interview guides, conduct in-depth interviews and focus groups, and analyze and synthesize data into themes
• Lead the development of survey instruments, clean and analyze survey data
• Effectively interpret and present evaluation findings verbally, in writing, and in graphical format to program staff, funders, and bureau leadership, and provide actionable recommendations
• Produce reports, abstracts, and manuscripts for peer-reviewed journals and present findings at meetings and conferences
• Contribute to grant reporting and grant proposal development and writing
• Manage multiple projects and collaborate with other evaluation, research, and program staff
• Evaluate health equity-related projects for the Office of the Chief Medical Officer
• Other duties as assigned

QUALIFICATIONS
• Graduate degree in public health, social science, health science, or related field
• Minimum 5 years of applied experience in public health program evaluation or research
• Experience using evaluation frameworks and conceptual models to inform evaluation planning
• Strong qualitative research methods and analysis skills
• Exceptional writing skills with a track record in publications, grant writing, and/or grant reporting
• Experience with survey methodology and developing surveys for community and healthcare settings
• Excellent project management skills
