The Manager, Division Security for the Homeland Security Research Division (HSRD) serves as the primary advocate for the security needs of the research division, playing a crucial role in delivering security solutions that facilitate business operations while ensuring compliance with national security policies and industry standards. This individual acts as a liaison between the research division and security teams, ensuring that business security needs are effectively met.

The Manager, Division Security is responsible for enforcing RAND’s security policies and procedures concerning classified information, sensitive data, and Controlled Unclassified Information (CUI), as well as DHS Sensitive information. This role includes overseeing the implementation of government regulations and ensuring that the division meets customer expectations and deadlines while adhering to security compliance standards.

Collaboration is key, as the Manager, Division Security works closely with division leaders and staff to align security practices with business objectives. The Manager, Division Security attends key meetings, including staff meetings, strategy sessions, and division-wide functions, to foster a culture of security awareness. Additionally, the Manager, Division Security leads a team of security professionals, providing mentorship and training to enhance their skills.  Support is also offered to the Executive Director of Security and Classified Operations and the Chief Security Officer in safeguarding classified materials and company assets.

To succeed in this role, the Manager, Division Security must possess comprehensive knowledge of the 32 CFR Part 117 National Industrial Security Program Operating Manual (NISPOM), Intelligence Community Directives (ICDs), Security Executive Agent Directives (SEADs), and relevant DHS security compliance instructions. Strong interpersonal skills are essential for building and maintaining effective relationships with DHS security representatives, Contracting Officer Representatives, and local law enforcement agencies. Active engagement with the senior leadership team of the division is necessary to ensure that security considerations are integrated into all aspects of planning and operations.

Duties

• Coordinate with the PERSEC team to process DHS Fitness needs for the Homeland Security Operational Analysis Center (HSOAC) federally-funded research and development center (FFRDC)
• Maintain a Fitness FAQ website and assist researchers on completing required Fitness and clearance applications
• Work with DHS to resolve issues related to Fitness processing of RAND researchers
• Lead the DHS Education and training requirements for all HSOAC employees supporting the contract
• Ensure required reports are provided to DHS proactively
• Alert Division Management to issues related to processing timelines, changes to DHS policy and processes that will impact the contract
• Assist with obtaining DHS IT accounts for staff as needed
• Work with the division leadership to ensure data on Fitness is kept up to date, made readily available to the project leaders to allow analysis co it can be added to additional reports. Proactively engage with the CORs, Government and Security POC’s to make sure they are acting on submissions and requests.
• Have a strong understanding of DHS Policy and requirements for the protection of sensitive and classified information.
• Knowledge of processes to gain access to classified systems
• Communicate with DHS on RAND classified capabilities and assist with approvals for new spaces and IT capabilities.
• Oversees the implementation of security policies and procedures for safeguarding of classified, proscribed, and sensitive unclassified information.  This pertains to personnel security and special programs in accordance with the NISPOM Rule, SEADs, Intelligence Community Directives (ICDs) and Department of Defense (DoD) directives, RAND Standard Practices and Procedures, DD-254s and contracts and other applicable government sponsor regulations.

• Maintains a safe and secure working environment for the company.
• Serves as the Division’s primary liaison to federal and local law enforcement agencies.
