Position Overview
This position is responsible for administering the Illinois Transportation Enhancement Program (ITEP) and for assisting with the Safe Routes to School (SRTS) program in the absence of the SRTS Program Manager. This position analyzes, evaluates, and makes funding recommendations for candidate ITEP projects submitted by local governmental agencies and ensures compliance with the Grant Accountability and Transparency Act (GATA).
Essential Functions
- Ensures the accuracy and completeness of project submittals for Illinois Transportation Enhancement Program (ITEP) funding.
- Reviews and evaluates project merits and makes funding recommendations for candidate ITEP projects.
- Maintains the computerized ITEP information file and hard files, monitors the program, and prepares status reports on expenditures and project activity.
- Monitors and responds to questions regarding ITEP project status reports, recommends actions regarding sunset clause deadlines and project scope or funding changes.
- Ensures Grant Accountability and Transparency Act (GATA) compliance by verifying registration in the GATA portal and ensures required paperwork has been updated and submitted by project sponsors.
- Assists with the Safe Routes to School (SRTS) program in the absence of the SRTS Program Manager, or as directed by the Special Programs Unit Chief.
- Coordinates and facilitates meetings as required.
- Makes public presentations to small and large audiences about the ITEP program as requested.
- Provides technical assistance to local agencies in applying for ITEP funding.
- Represents the Illinois Department of Transportation (IDOT), the Bureau of Programming, and ITEP in a professional and courteous manner in interactions with local agencies, state and federal counterparts, and the public.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.

Minimum Qualifications
- A completion of a bachelor’s degree majoring in business, finance, public administration, or political science PLUS two years of experience working in highway program planning, highway program finance, highway project development, managing a fiscally constrained program, or a combination thereof. OR Eight years of experience working in highway program planning, highway program finance, highway project development, managing a fiscally constrained program, or a combination thereof.
