The Fairfax County Department of Housing and Community Development (HCD) works in partnership with the Redevelopment and Housing Authority (FCRHA) to serve the people of Fairfax County by creating housing opportunities to promote inclusive and thriving communities. This position works within the Central Services – IT team for HCD and the FCRHA, providing critical support for software and information systems. The role focuses on HCD end user support, systems operations, training, and administration of core housing systems including Yardi and MITAS.

Also supports upcoming major system expansions, including HCD’s transition to cloud-based platforms and the rollout of new modules that improve agency wide efficiency and stakeholder interfaces. In addition to day-to-day system support, performs advanced technical duties across HCD’s enterprise applications. Responsibilities include requirements analysis, application troubleshooting, workflow improvements, and coordinating with DIT and vendors on system configurations.

Technical responsibilities include developing and customizing applications using.NET (C#, VB.NET, .NET Core); designing and optimizing SQL queries and stored procedures; building Power BI dashboards using DAX; supporting SharePoint customization; and assisting with ETL processes through SQL Server and SSIS. Helps maintain data integrity, supports reporting needs, and contributes to analytics and automation enhancements.

Supplemental information

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in business, computer science or a field related to the department where the IT services are being used: plus four years of experience analyzing business processes and/or developing/maintaining the main business system, technical platform, or a related system.

CERTIFICATIONS AND LICENSES
Driver's license (required at the time of application)

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check and a driving record check.
 
PREFERRED QUALIFICATIONS:
  • Direct work experience for a local government entity, public housing or financing authority, or HUD regulated housing programs
  • Recent hands-on experience developing technical solutions to meet business requiremen
