JOB SUMMARY

Under the direct supervision of the Vice President - Operations, the Environmental Compliance Manager ("ECM") oversees the Water Quality Monitoring Program, which includes water quality sampling, testing, and system compliance. The ECM is responsible for interpreting and translating federal and state water quality laws and regulations into company policies and· procedures. Additionally, they recommend strategies, programs, and technologies to ensure the company's compliance with federal, state, and county water quality laws and regulations.

The ECM monitors changes in water quality statutes, rules, regulations, and policies, and proposes necessary changes to maintain compliance. They are also responsible for overseeing compliance with state and federal environmental regulations. It is essential for the ECM to possess extensive knowledge and understanding of key regulations, including the Safe Drinking Water Act, Clean Water Act, Arizona safe drinking water rules, and other relevant environmental regulations.

JOB DUTIES AND ESSENTIAL FUNCTIONS

The ECM performs a variety of duties, which may include, but are not limited to the following:

Water Quality

• Responsible for the development, implementation, and reporting f the company's Annual Water and Monitoring Program.
• Coordinates the Chemical Analysis Program.
• Works with the chemical analysis laboratory and field personnel to schedule samples and review the data to ensure compliance.
• Schedules tests to detect changes in water quality data.
• Interprets the data and looks for trends.
• Coordinates solutions with Divisions and Management as necessary.
• Attends hearings, workshops, meetings, and seminars on water quality issues.
• Interprets and translates federal and state water quality laws and regulations into Company policy.
• Ensure this information is accurate and up to date.
• Manages the entire process, including scheduling, monitoring, reviewing results, verifying accuracy, overseeing the chemical analysis database, and reporting monitoring results to both regulatory agencies and field offices.
• Manages the Container Request, Bottle Receipt and Chain of Custody paperwork to ensure the correct samples are taken.
• Request reduced monitoring when eligible.
• Updates monitoring schedule based on increased or decreased monitoring.
• Sends out annual or revised schedules to Division Managers.
• Initiates all Public Notice requirements as needed, writes up the notice, has it approved, distributes the notice to customers, and/or newspaper in the manner required by law, and in the proper time frame.
• Sends certification to Arizona Department of Environmental Quality ("ADEQ") that the notice was distributed.

Required Plans

• Updates the Emergency Operating and Response Plan for each system annually.
• Prepares and updates the Microbiological Site Sampling Plans every three years for all water systems.
