JOB DESCRIPTION AND POSITION REQUIREMENTS:
Penn State Greater Allegheny is seeking an experienced Educational Programs and Financial Operations Manager to support the Pennsylvania Department of Education (PDE) and manage the financial operations of the Education Resource Center. This role is vital for overseeing PDE's statewide student testing program, managing grant-funded financial activities, and directing the daily operations of the center.
Key Responsibilities:
- Financial Operations Management:
- Oversee the Education Resource Center's financial activities, managing a $1.4 million budget across multiple PDE grants and conference accounts.
- Manage accounts receivable and payable, track payments for service providers, and ensure accurate financial reporting.
- Approve and monitor unit purchasing card transactions, assist with budget preparation and projections, and ensure compliance with University accounting guidelines.
- Maintain and secure financial records, oversee the processing of registration fees for conferences and workshops, and provide detailed financial reports.
- PDE Statewide Student Testing Program:
- Coordinate and manage PDE’s statewide student testing program, serving as a liaison between PDE, testing agencies, and schools.
- Develop and distribute testing program information and resources to 250 schools statewide, including Test Site Coordinators (TSC) and school administrators.
- Organize and present training courses for TSCs, providing clear instructions for managing and conducting testing.
- Train and oversee center staff in the verification, approval, and processing of forms and test orders submitted by schools.
- Manage data collection, entry, and record-keeping, and assist with the preparation of data reports and final state reports.
- Collaborate with PDE’s Office of Data Quality and testing agencies to verify state and federal annual reports of student data.
- Program and Project Oversight:
- Oversee the daily operations of the Education Resource Center, including staff assignments and project progress.
