GENERAL DESCRIPTION:

 

The purpose of this job is to provide a variety of specialized administrative and training functions to the department. Duties may vary according to the assigned office. The primary responsibility of the organizational unit is to protect public health through education, surveillance, consulting, inspection, and enforcement of local and state environmental health laws and regulations as they relate to institutions, foodservice establishments, and lodging establishments.

 

This job is performed under general supervision, independently developing work methods and sequences.

 

 

DUTIES AND RESPONSIBILITIES:

 

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
 
•    Develops and coordinates training programs, plans, and activities to support staff development.
•    Develops procedures to ensure accuracy and uniformity in interpretation, application, and enforcement of regulatory requirements and program policies.
•    Ensures new and existing employees are performing at or above established Quality Program Standards.
•    Remains current on regulatory law and rule changes and communicates changes with staff.
•    Performs Quality Program evaluations and documentation audits.
•    Monitors and ensures that all staff maintain training logs and acquire continuing education hours in accordance with NC REHS Board of Examiners requirements.
•    Develops metrics that demonstrate performance levels, progression rates, and inconsistencies.
•    Performs inspections and evaluation; initiates and supports enforcement actions; conducts educational outreach visits.
•    Plans, organizes, and presents educational seminars.
•    Supports development of in-service training programs and presentation materials.
•    Act as primary trainer and coordinator for the Food, Lodging, & Institutions programs.
•    Serve as delegated authority to enforce provisions of program rules, laws, and regulations; this includes issuance, denial, suspension and revocation of permits.
•    Represents the County in a variety of forums as a presenter and educational expert on relative subject matters.
•    Performs related tasks as required.
