SUMMARY
This position will serve as the Administrative Officer Lead under the direction of the Office of Professional Standards. This position will ensure that all assigned publications are free of typographical, format and layout errors; manages multiple writing assignments to meet target publication dates. The Administrative Officer IV will lead and conduct research on a broad array of subject areas in the law enforcement profession. The position will lead and conduct independent reviews of policy and procedures, and other special studies of interest to the law enforcement profession.Major Duties and Responsibilities:
- Researches, reviews, evaluates, and develop policy options and recommendations and provide expert guidance to the Policy Team, intradepartmental teams, and Executive Leadership.
- Identifies benefits and drawbacks of existing policies or options, and develop recommendations based on agreed objectives or principles in the critical areas of eligibility, enrollment, data, and consumer experience.
- Advises senior executive management regarding the implications of various policy and legislative initiatives at the local, state, and federal levels.
- Conducts research; develop policies and strategies under the direction of executive leadership; performs quantitative and qualitative analysis of the effects of these policies on department programs.
- Prepares written and oral reports on national trends in law enforcement; and present recommendations to department leadership and policymakers in a clear and concise manner for review and consideration in decision making.
- Promotes communication by preparing a variety of materials to disseminate program and policy information on a departmental basis on senior or executive management's behalf.
- Assists management by constructing sensitive documents and correspondence, producing special research reports, serving as liaison on internal and external issues, participating in task forces and special issue meetings and coordinating various projects.
- Conducts training for new policy implementation.
- Serves in a leadership role on the Strategic Policy Unit.
- Performs all other duties assigned.
Minimum Qualifications:
- High School Graduate or Equivalent and seven years related work experience, OR
- Associate's degree and five years related work experience, OR
- Bachelor's degree and three years related work experience, OR
- Master's degree and one-year related work experience
Preferred Qualifications:
- A Bachelor’s degree or higher in English, Public Policy or related field and at least five (5) years of work experience in legal, public administration, law enforcement, or higher education.
- Experience with the CALEA accreditation process.
- Experience with Microsoft Word, Microsoft Excel, and PowerDMS.
Knowledge, Skills, and Abilities:
- Ability to maintain a high degree of confidentiality with an understanding of general practices related to legal records management, data protection, and privacy/confidentiality.
- Requires high degree of computer literacy.
- Requires experience in data analysis, research methods, and statistics, preferably in a law enforcement capacity.
- Requires the ability to effectively communicate orally and in writing ideas/concepts, findings/results, interpretations, and evaluations.

- Essential and marginal functions may require maintaining physical condition necessary for sitting or standing for long periods of time
