IT Contracts Manager

Leidos is looking for an IT Contracts Manager with strong finance background to join our Corporate Business Operations Management team. Our team focuses on financial control, operations, and asset management for Digital & Information Office organizations. In this role, you will serve as the point of contact for hardware, software, and professional services contract lifecycle and other procurement matters. You will provide strategic direction for the Contract Administrators, dedicating much of their time to training, guiding, supporting staff and problem resolution.
The ideal candidate should have a strong financial background with the ability to understand and communicate IT asset costs, contract payment structure, impacts to budget, invoicing issues, and financial variances. The IT Contracts Manager will manage diverse tasks, analyze situations, evaluate alternatives, recommend, and implement solutions to improve the effectiveness and efficiency of the IT contracts processes. The IT Contracts Manager’s role in the contract lifecycle requires close collaboration with various departments, including Procurement, Strategic Sourcing, Legal, Cybersecurity, Finance and Accounting.
Primary Responsibilities:
- Oversee contract lifecycle activities and enforce the organization’s principles of integrity and compliance.
- Provide support, communications and targeted training related to procurement and contracts to Contract Administrators.
- Ensure IT Contracts systems and tools are functioning, and data is maintained sufficiently, including SharePoint, ServiceNow, Costpoint.
- Establish and provide exception reports to ensure contracts are managed and deadlines are met.
- Establish and provide key performance metrics to report on team compliance rates.
- Collaborate with Business Managers to develop, maintain, and report on contractual financial obligations and commitments to CIO Services leadership.
- Maintain deadlines on deliverables and communicate regularly with internal stakeholders about contractual risks and issues.
- Coordinate with Procurement to establish and maintain processes and service level agreements for support of CIO Services purchases.
- Support Contract Administrators by providing guidance and expertise on contracts management, procurement processes, and process using the IT Contracts systems and tools.
- Responsible for the ServiceNow Contracts table and data quality
- Ensure contract compliance against established terms and conditions and ensure end-users understanding of use.
- Collaborate with system lifecycle managers and budget owners to proactively understand current IT asset needs and renewal requirements.
Required Qualifications:
- Bachelor’s degree and 5+ years related experience in managing financial aspects of IT Asset Management process. Additional years of relevant experience will be considered in lieu of Bachelor's degree.
- Prior experience in facilitating contract renewals and working to ensure that contract infrastructure costs are allocated and recorded properly.
- Experience managing contracts and procurement functions.
- Excellent communication skills and able to work effectively with teams across a large organization.
- Management experience including setting objectives, managing performance, and conflict resolution.
- Knowledgeable in ServiceNow, SharePoint, and Costpoint
- Knowledge on the technical aspects of IT contract models, including hosting, subscription, SaaS, concurrent licensing, and enterprise agreements, etc.
- Possess an understanding of the relationship between contracts, IT assets and the CMDB, with the ability to enhance these relationships and processes.
- Possess an understanding of capital assets, and able to assist staff with identifying and creating capital assets.
- US citizenship is required.
Preferred Qualifications:
- Experience and understanding of the financial and accounting concerns of software/hardware, hosting, subscription, licensing, and professional services agreements.
- Experience generating financial reports and analyzing and interpreting data.
- Experience developing and administering budgets, payment schedules or equivalent.
- Experience developing, managing, and implementing goals, plans, and complex processes.
- Superior critical thinking and problem-solving skills.
- Automated asset management systems experience
- IAITAM Asset Management certification
- Demonstrate a proven ability to work well under pressure with tight deadlines.
