Currently, we are seeking a motivated, career and team-oriented Program Management Office Lead in support of the U.S. Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) Continuous Diagnostic & Mitigation (CDM) Data Services Program. The CDM Data Services Program is a critical component of CISA’s national effort to ensure the defense and resilience of cyberspace.   The ideal candidate will have a strong understanding of the key value drivers and industry dynamics of the cyber and government service sectors. She or he will support the Program Management Office’s core purpose to achieve profitable growth through the development and execution of business strategies and defining the plans and processes to deliver services to support program execution and meet the requirements of the contract. This is a remote position where the candidate can work from any location within the United States provided, they are willing and able to work on an eastern time zone schedule.

The CDM Data Services Program mission is to provide a standardized platform to collect, transform, and integrate cybersecurity data from relevant authoritative data sources into a coherent data, delivering actionable information into Agency and Federal Dashboards to identify risk areas in support of mitigation as well as to facilitate coordinated agency and national response to cyber-threats. 

As an essential part of The Program Management Office (PMO) organization, the Program Management Office Lead will lead a highly matrixed team, reporting at both executive and client-facing levels. The Data Services Program Management Office (PMO) encompasses the key business functions of Performance Management, Procurement, Resource Management, Program Security, Program Analysis, Deliverables Management and Training Development and Delivery. Overarching PMO objectives are to ensure program compliance with best practices and standards and a top-down, business-driven approach to procuring, provisioning, and supporting information technology. Success is measured by increased client confidence in program performance, end-user satisfaction and cost savings.

Responsibilities include, but are not limited to: 

  • Leverage knowledge of key value drivers and industry dynamics of the cyber and government service sectors to support enterprise and program core purpose to achieve profitable growth.
  • Guide the development and execution of business strategies and the definition of plans and processes to deliver services in support of program implementation and to satisfy contract requirements in accordance with Lean Portfolio Management (LPM) principles.
  • Drive continuous improvement initiatives for business operations functions across the CDM portfolio that fall within scope of PMO to deliver excellence and quantifiable efficiencies. These functions include but are not limited to financial data analysis (program forecasts and budgets, risks, resource procurement and allocation), deliverables management, risk management, quality management, and training delivery.
  • Foster cross-functional collaboration with internal and external leadership to define and execute program objectives and align with program and enterprise priorities. 
  • Ensure timely delivery of key milestones and deliverables program-wide in support of optimal performance management (i.e., Award Fee) while continuously monitoring and assessing performance to ensure the program meets client, enterprise and program standards and expectations.
  • Ensure program-wide adherence to new and existing policies and processes through regular training and communication.
  • Remain knowledgeable about and current with industry-driven and government-directed supply chain trends and compliance requirements to ensure CDM portfolio adherence.
  • Establish, monitor, and maintain strong vendor relationships and supplier performance to support timely procurement execution and to deliver significant customer cost savings.

Basic Qualifications: 

  • One or more of the following certifications: PMP, ITIL v3/4 Foundations, SAFe LPM, CISM
  • A bachelor's degree in technical discipline or equivalent program/project management experience.
  • A minimum of (15) years of experience leading programs as well as process development and product delivery.
  • Strong interpersonal skills with demonstrable success in the areas of strategic Customer Engagement/Client Relationship
