Essential Functions
- Serves as the Generally Accepted Accounting Principles (GAAP) Coordinator, interprets and provides administrative direction to the department's administrators, fiscal administrators, and fiscal staff and agency wide.
- Serves as the Financial & Operations Reporting Manager, for the Division of Fiscal Operations' Financial Reporting/Special Projects unit.
- Prepares account reconciliations for Central Office funds including receipts, cash balances, appropriation, and obligation balances.
- Documents financial statements, federal collection reports, and reconciliation of financial records with State Comptroller to ensure generally accepted accounting principles (GAAP) are followed in all accounting systems that interface with Statewide Accounting System (SAP).
- Reviews internal fiscal controls of receipts and expenditures.
- Confers with managers regarding accounting policy issues, will adhere to established fiscal rules and regulations, and the Bureau's fiscal responsibilities.
- Performs other duties as required or assigned which are reasonably within the scope of those enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college, with coursework in accounting, auditing, finance, business, or public administration.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in accounting, external auditing, budgetary planning and control.
- Requires successful completion of the Certified Public Accountant (CPA) exam.
Preferred Qualifications
- Three (3) years of experience with fiscal management, compliance auditing, Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB).
- Three (3) years of experience with financial statement preparation, analysis review of financial data, and reconciliations of various financial data.
- Three (3) years of experience using accounting systems (e.g. SAMS, ERP/SAP) or similar systems.
- Three (3) years of experience working with the principles of governmental accounting and recommending alternative methods for fiscal problem resolution.
- Thorough knowledge developing financial reports, policies and procedures.
- Two (2) years of experience with annual financial reporting processes.
