Position Overview

QinetiQ US is seeking Project Execution and Technical Support (Senior Program Analyst) to support technical projects for the OSD Strategic Capabilities Office (SCO). The highly motivated candidate will provide leadership and guidance through knowledge, experience, and their ability to effectively manage and oversee current and emerging SCO projects. The candidate will help identify critical warfighter needs, initiate new projects, and provide management and technical expertise in project execution to deliver impactful capability to the warfighter quickly.

Responsibilities

  • Interact with Service or Defense Agency Program Offices to leverage existing capabilities in new and innovative ways and to provide expertise in relevant technical disciplines.
  • Perform quantitative analyses of system mission requirements pertaining to the potential insertion of advanced technologies, evaluate alternatives and trade-offs, evaluate costs and benefits, investigate compatibility, inter-operability and integration, and study reliability issues.
  • Advise Government Project Managers on portfolio objectives and assist in carrying out associated technical and program management responsibilities. Includes technical analyses to define, assess, and monitor program technical aspects to assist with technical assessments of the Government’s requirement’s progress to track program progress and technical risk.
  • Assist in the development and transition of technology and systems to the user community. Support the activities of on-going and future work and be familiar with the interaction of the technology/system program with the respective community at large.
  • Identify and translate user requirements into specific system objectives, illustrate the benefits of applying the technology/system to military equipment users and developers, identify the military utility of new products and technology/system developments, and define system architectures and supporting subsystem performance requirements.
  • Coordinate rapid prototyping and demonstration efforts to generate preliminary technical management plans and estimate costs for demonstration and project milestone schedule for senior leadership.

Required Qualifications

  • TS/SCI-Eligible; #qinetiqclearedjob
  • Bachelors in Engineering, Physics, Statistics, Computer Science or Science
  • Minimum of 20 years of program management, operational, and analytical experience
  • Proficient in program management, systems engineering, and an in-depth knowledge of one or more of the following: (1) Long range fires; (2) Data science, artificial intelligence, deep learning systems, Autonomous systems; (3) Long range weapon kill chains; (4) Communications, networking, inter-networking in communications denied environments; (5) Cyber
  • Proficient in MS PowerPoint, excel and/or other equivalent program management tools.
  • Excellent communication skills, ability to work in a team environment, and be independently motivated.

  • Acquisition or government program management experience highly desired
  • Experience in Special Access Programs (SAPs)
  • Master’s degree
