Job Description:
Parsons is currently seeking a Digital Advisory Lead to help shape the strategic and operational direction of Parsons X and associated consultancy services with a focus on critical infrastructure – Aviation, Transportation, Water/Waste-Water, Ports, and Bridges.
You will serve as an effective “seller/doer”, actively balancing business development, operational management, and project management responsibilities simultaneously across the complete life cycle of digital delivery services. Additional responsibilities include supporting key accounts and business development opportunities and coordinating across geographies and disciplines to provide innovative leadership within Parsons X.
Provides management and direction for technical services within Parsons X. Provides management and technical direction for internal and external project operations in Parsons X, coordinating with the peers and senior managers and reporting to the Parsons X Director, Digital Advisory, IT, Development and Data Solutions.
US based, work from home, or work from a local Parsons office. National and International Business travel (Middle East) as needed to conduct internal/external workshops, facilitate project meetings, host training sessions and attend conferences.
SPECIFIC RESPONSIBILITIES:
- Reviews and approves engineering budget estimates and overseas Functional Managers’ staffing assignment schedules for each discipline and project.
- Plans and defines strategic and financial goals, determines the resources required to achieve them, and directs effort to acquire and retain those resources.
- Writes engineering portion of the Annual Business Plan. Supervises the preparation of the department's annual salary plan and controls salary actions within the approved plan. Maintains/controls operating budget as presented by corporate management. Ensures performance within overhead budget.
- Plans, directs, and manages the annual salary increase budget within the constraints of corporate policy; approves all salary actions, monitors actual increases against budget throughout the year; approves hiring/termination recommendations; reviews and signs annual performance reviews for Functional Managers. Provides technical training and career development for all department employees.
- Identifies project opportunities and assists in developing proposals. Participates in review of all major proposals and initiatives affecting the discipline. Supports pre-contract and business development efforts as required, serving as technical consultant. Provides technical consultation to client and Company management as needed.
- Monitors the quality and progress of the engineering discipline, ensuring that production requirements are satisfied. Works closely with Project Managers to resolve any existing or forecasted problems related to discipline staffing, quality of work, schedule performance or productivity.
- Oversees and Functional Managers in establishing standards and procedures manuals for the discipline. Recommends improvements to department procedures. Manages engineering systems deployment of software to the projects.
- Actively participates in and promotes the Quality Improvement Program. Audits projects to ensure compliance with ISO 9001 and NQA-1 requirements.
- Ensures compliance with all laws and regulations applicable to the assigned discipline. Develops and implements policies and procedures within area of expertise. Ensures compliance with corporate policies.
- Oversees the Functional managers. Recruits, interviews, and evaluates prospective employees. Hires, offers personnel development, conducts performance evaluations, counsels, takes corrective action, as required and approves terminations. Ensures that new employees receive orientation on company policies and procedures.
- Keeps abreast of current technology germane to the engineering department. Participates in professional organizations; makes presentations at meetings and seminars (internal and external). Supports Professional Engineering licensing, technical papers in professional publications and supports LEED Accreditations.
- Coordinates department's activity with pertinent external groups, such as regulatory agencies, as necessary.
