Job Description:
Supervises, plans and organizes the county paving overlay program, special county projects, construction of County Capital Projects, daily grading inspections and related operations of the Public Works Department. The work involves directing road construction and resurfacing, sediment and erosion control, storm water management, utility work and asset management for the MS4 (Municipal Separate Storm Sewer System) permit on County-owned property. The work requires considerable prior experience in engineering project management; the position reports to the Capital Projects Deputy Director.
Essential Job Functions
Plans, directs, organizes, and coordinates programs related to road construction, sediment and erosion control, storm water management including a Municipal Discharge Permit component, and utility work within County owned property. Establishes and monitors controls to evaluate performance; takes appropriate actions to correct performance and to adjust programs to meet requirements.
Manages the countywide pavement overlay program, pavement marking, surface treatment, guard rail, sidewalk, and other road maintenance contracts.
Serves as department resource on construction engineering project management matters to the County.
Performs/oversees inspection in relation to the Public Works process for new roadway acceptance into the county inventor.
Performs stormwater management and grading, erosion, and sediment control inspections as required by duties of a Public Works Inspector.
Reviews and sets grading bonds and approves grading permits. Issues fines, citations, and stop work orders as required.
Reviews work and actions taken by contractors for acceptance; confers with parties to discuss and resolve problems; resolves roadway and watershed complaints.
Participates in planning, coordinating and management of departmental programs and activities such as asset management, capital improvement projects, and snow removal.
Inspects construction and maintenance work for compliance with specifications and standards; resolves problems encountered in the work.
Prepares cost estimates for Capital Projects and Special Projects.
Supervises positions and personnel to make best use of employees; interviews applicants and recommends and/or selects employees; develops employees' capabilities; counsels employees and recommends disciplinary actions; enforces agency and County human resources policies and procedures.
Implements established goals and objectives in the organization; devises and implements work methods and procedures; reports on unit and program progress and effectiveness.
Uses financial resources economically. Develops and maintains informational resources and safeguards their use. Procures, stores and distributes supplies and material economically and efficiently. Ensures effective maintenance and operation of facilities and equipment. Authorizes contract expenditures, change orders, and check requests.
Coordinates programs and activities with other units; reports delays and problems promptly and takes appropriate actions to maintain effective coordination of activities.
Develops plans to meet unexpected situations, new developments and changes in programs; prepares for emergencies; understands the factors and conditions affecting programs and recommends appropriate responses when these change.
Prepares management reports; collects, analyzes and evaluates data and information and develops conclusions and recommendations thereon.
Communicates understanding and support of organization goals and programs through actions and spoken and written words; interacts effectively with individuals and groups at all levels; maintains ties with external organizations; keeps all interested and involved parties informed of matters requiring their attention.
Manages, supervises and finds productive fiscal means to assist in Inclement Weather operations. Supervises and manages repairs associated with inclement weather as support to the Public Works Department Division of Highway Maintenance. Manages and supervises a fleet of snow trucks and their associated equipment.
Develops, edits, and procures contracts for use by the Division.
Serves on the review panel for bid review for Capital projects.

Manages special capital projects from conception to completion of construction.
Supervises road crews during snow and ice removal and storm damage cleanup.
