Job Summary

The Office of Community Police Oversight (OCPO) was created to foster greater trust and improved relationships between the law enforcement and the communities we serve.

OCPO is an independent agency of the City of Dallas, separate from the Dallas Police Department. It is OCPO’s mission to review investigation by the DPP and to conduct investigations that are through, independent, and timely.


Job Description
 

Overview

The Special Investigator plans, conducts and performs highly sensitive, unbiased investigations on the activities and work of the Dallas Police Department to foster greater trust and improved relationships between law enforcement and the communities served.

Essential Functions

1 Performs, conducts, and plans sensitive investigations of Dallas Police Department activities including high public visibility of controversial issues within the City; directs investigations of complaints involving the Police Department.

2 Contacts and schedules complainants for informational interviews to discuss incidents in detail; interviews witnesses from diverse socio-economic and ethnic backgrounds.

3 Responds to critical incident situations and takes appropriate action as assigned; plans, organizes, and conducts highly sensitive investigations.

4 Obtains necessary approval in support of investigations; performs highly confidential investigative work consistent with internal policies, procedures, and applicable law; obtains and gathers information, gathers evidence, or verifies facts; reviews applicable documentation, laws, policies, and rules.

5 Composes and summarizes details of complainant, subject, and witness interviews; composes complex reports, correspondence, or other written work; explains technical or other complex information orally and explains or justifies conclusions; assists in preparing formal recommendations to the Director of the Office of Community Police Oversight.

6 Plans, organizes, and conducts research studies into policy and training issues; identifies areas of improvement to police department tactics and training bases on information obtained through investigations.

7 Maintains contact with Dallas Police Department detectives to stay apprised of investigative developments in related criminal investigations

8 Performs any and all other work as needed or assigned.

Minimum Qualifications

Education

Bachelor's Degree in law enforcement, investigative work, or other field.

Experience

Five (5) years of experience performing investigative work in a professional field; may not have been formerly employed as a sworn member of the Dallas Police Department.

Licenses and Certifications

CJIS Certification within 30 days of hire.

Knowledge, Skills, and Abilities

1 Knowledge of public policy and relevant laws, regulations, policies, standards, or procedures.

2 Knowledge of investigative and interviewing techniques.

3 Knowledge of crime scene and law enforcement investigations

4 Knowledge of public relations and ability to deal with various persons and hostile individuals.

5 Knowledge of Penal Code, General Orders, Code of Conduct, and the Code of Criminal Procedures.

6 Knowledge of medical terminology and firearms.

7 Ability to gather, analyze, and interpret large amounts of data and to draw reasonable conclusions based on analysis conducted

8 Ability to develop, organize, and present data and information into clear and concise written and oral reports

9 Ability to display a high level of initiative, effort and commitment toward completing assignments in a timely manner; to show understanding, courtesy, tact, empathy and concern.

10 Deal with people who are difficult, hostile and/or distressed and deal calmly and effectively with high stress situations.

11 Ability and willingness to work on-call

12 Ability to supervise or assist with the supervision of subordinate personnel.
