The Emerging Capabilities portfolio in the Connected Battlespace Emerging Capabilities (CBEC) business has an immediate need for a Value Stream Leader (VSL) in our growing portfolio. This Value Stream Leader will lead and have profit and loss responsibility for Research & Development programs, both internally and externally funded. The VSL will also lead and organize pursuit and proposal efforts to capture new programs within the Department of Defense and other Agencies. The Value Stream Leader will interface with a cross functional team of other VSLs, business development, strategy, and engineering personnel to develop transition plans for new technologies and capabilities to business units across Mission Systems to fuel future business growth and solve the most challenging and emerging customer mission problems.

 

What You Will Do

• Lead a team of Program Managers to ensure execution of cost, schedule, and scope for a portfolio of programs ranging in size and duration for design and development

• Have demonstrated ability to lead and be accountable for Pursuit, Order, Capture activities as part of growing the business

• Participates in the negotiation of contracts and contractual changes, including coordinating preparation of proposals, business plans, proposal work statements, operational budgets, specifications, and financial conditions of contracts to ensure legal compliance and to protect the organization's interests

• Maintains and presents plans and progress reports relating to business aspects of the program(s) both internally and externally to the customer

• Identifies and addresses program problems and recommends resolutions to ensure the successful completion of programs

• Responsible for the development of a team of Program Managers, including recruitment and retention, development planning, performance management, and training

• A primary participant in developing and achieving the Strategic Financial Plan and Annual Operating Plan

• Works effectively with Business Development and Engineering counterparts to achieve business goals and meet commitments

• Have demonstrated ability to manage and prioritize multiple efforts simultaneously

• Have demonstrated ability to lead cross functional teams in the role of Program Manager / Value Stream Leader

• Have demonstrated ability to work effectively with team members in remote locations and time zones

• Have demonstrated ability to interface with customers (e.g., DARPA, AFRL, NRL, ARL, Prime Contractors, etc.) during program execution

• Perform regular program EACs and PMRs with an ability to brief senior leadership

• Have demonstrated experience with EVMS program management and R&O management

• Ensures a Continuous Improvement mentality is prevalent in the organization, actively leading and participating in activities to drive quality and efficiency

• Be able to travel up to 25%

 

Qualifications You Must Have 

• Typically requires University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree, 16 years of relevant experience

• Active and transferable U.S. government issued Top Secret Security Clearance is required prior to start date; preferred clearance is TS/SCI level

• U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
