JOB SUMMARY
Performs audits on personal property accounts under the direction of the Personal Property Audit Manager.
MINIMUM QUALIFICATIONS
Bachelor's degree from an accredited college or university in Finance, Accounting, or other closely related field, plus two (2) years of experience as a personal property appraiser, auditor, accountant, or accounting experience; OR an equivalent combination of related education and experience.
A valid Driver’s License accepted by the State of Utah is required at the time of hire. A valid Driver’s License issued by the State of Utah must be obtained within six (6) months of hire to operate a County vehicle.
Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.
ESSENTIAL FUNCTIONS
- Schedules and performs audits of assigned personal property accounts.
- Identifies escaped taxable personal property.
- Writes personal property audit reports.
- Determines taxable value and classifies assets for which there is no recorded cost information.
- Represents the Assessor and educates the public on personal property tax rules and regulations.
- Researches and responds on difficult or controversial situations to various people, groups, councils, officials, and the public; assists the Division Administrator with these functions.
- Assists the Personal Property Audit Manager in the defense of taxable tangible personal property value regarding taxpayer appeals to the County Board of Equalization.
- Assists the manager at hearings in front of the County Board of Equalization regarding taxpayer appeals to the State Tax Commission in the defense of taxable tangible personal property value.
KNOWLEDGE, SKILLS, AND ABILITIES (KSA)
Knowledge of:
- Proficiency in Utah State Tax Commission rules and regulations, including the application of personal property valuation schedules, classification guides, and cost-approximation methods using recognized publications and comparable equipment values
- Basic accounting software and systems
- Generally accepted
