Great Hill Solutions is seeking a highly motivated  Personnel Security Specialist that will provide personnel security support services to United States Department of Agriculture (USDA) Office of the Chief Information Officer (OCIO).  This a hybrid position that is located in the Washington, DC, area and the individual will be required to work onsite at the USDA’s Washington, DC’s location as needed by the customer.

Support services will include providing personnel security support in the areas of security credentialing, and compliance with Regulations and Directives concerning personnel security. The USDA OCIO Personnel Security Office is responsible for the administration of the OCIO Personnel Security Program. This includes, but not limited to pre-employment background checks, determining initial suitability for employment for federal employees and contractors in public trust positions, and ensuring that periodic reinvestigations are completed within applicable times.

Responsibilities include but are not limited to:  

  • All administrative duties associated with standard filing practices, such as file folder creation,

preparation of file labels and filing in prescribed order and location within secure cabinets (needed

for items that are unable to be completed electronically, i.e., fingerprint forms).

 

  • Coordinate with OCIO Human Resources (HR) staff concerning security matters for all visitors and

interns at USDA offices across the United States.

 

  • Process and track pre-hire background checks consisting of OCIO-conducted Federal Bureau of

Investigation (FBI) Fingerprint Checks or Defense Counterintelligence and Security Agency (DCSA)

conducted Special Agency Checks (SAC). Conduct pre-hire check adjudications and forward results

to hiring officials for Federal Employees and to Contracting Officer Representatives (COR) for

contractors.

 

  • The initiation of all background investigations, commonplace with a PSP environment, using

automated systems. Currently, the government standard is the National Background Investigation

Services (NBIS) Electronic Application (eApp). All aspects of NBIS eApp must be utilized for this

activity. It will be the government’s responsibility to ensure the contractor is properly established

with an NBIS account/access rights, appropriate privileges, etc. Responsible for processing all NBIS

eApp forms and carefully examine personnel security paperwork for completeness, before being

submitted to DCSA for investigation. Responsible for coordination with submitting Agency/office to

promptly correct any deficiencies ensuring that the NBIS eApp forms are submitted to DCSA within 1 days from the date signed by the subject.

 

  • Obtaining subject fingerprints using the HSPD12 credentialing system or third-party vendor (FieldPrint)

 

  • Communications with all personnel affected by the OCIO PSP, either by email, telephone or in

person, for overseeing the PSP as it pertains to
