THE OPPORTUNITY: ECS seeks an experienced and mission-driven leader to serve as a Director of Clinical Services. This position will provide insightful and innovative leadership to the Supportive Housing Services department. The Director of Clinical Services will oversee implementation of therapeutic services within ECS’ Permanent Supportive Housing sites and, in collaboration with the City and County of San Francisco, across the homeless crisis response system and supportive housing settings.
The Director of Clinical Services collaborates with all ECS Program Directors to provide clinical consultation and will act as a resource so that all ECS clients and residents have individualized clinical services.
Reporting to the Senior Deputy Director of Housing Stability, the Director of Clinical Services plans, organizes, and manages ECS’ therapeutic services. As a member of the ECS Leadership Team, this position plays a key role in determining the strategic direction of the ECS’ therapeutic services, including the type and quality of therapeutic services provided, service philosophy, system design, and financial planning.
The Director of Clinical Services collaborates with ECS’ finance, development, and other programs and administrative staff to ensure effective service delivery, sufficient funding, and sound financial management including Medi-Cal billing.
The Director of Clinical Services is directly responsible to provide guidance for proposal writing, negotiation, and reporting on public grants and contracts in collaboration with ECS’ Chief Program Officer and ECS’ Public and Private grants teams.
The Director of Clinical Services represents ECS in meetings with public agencies, community groups, and partnering organizations on matters concerning ECS supportive housing services and ECS partnership in a community-wide system of care.
QualificationsCANDIDATE PROFILE: The Director of Clinical Services will possess the following professional skills, qualities, and characteristics:
Programmatic Responsibilities:
• Utilize strong leadership, vision and sound management to spearhead ECS’ Supportive Housing Services department.
• Develop and implement long-term strategies to further ECS’ Supportive Housing Services.
• Ensure the provision of professional, accessible, and culturally relevant therapeutic support, advocacy, linkages, and creation of care plans to guide participants through a process of self-directed goal setting that builds upon participants strengths and talents.
• Represent ECS to public agencies, community groups, and partnering organizations on matters concerning ECS supportive housing services and ECS partnership in a community-wide system of care.
•Maintain/pursue accreditation for county CalAIM contracts and Medicare, as well as electronic health record credentialing
• Directly supervise the Associate Directors of Supportive Housing Services and the Associate Director of Clinical Services, the quality assurance/compliance specialist, and admin/operations assistant to ensure:
§ Clinical supervision of the Supportive Housing Services team in accordance with BBS standard.
§ Policy development and updates regarding Medi-Cal certification and recertification issues.
§ Supportive Housing Services staff meet productivity goals.
• Provide staff training to ensure that all staff are skilled and trained in the areas of billing; medical necessity; assessments; plan development; progress notes, etc.
• Responsible for monthly audit, including PURQC reviews, to ensure that the Supportive Housing Services department meets documentation standard.
Administrative Responsibilities:
• Directly supervise the Associate Directors of Supportive Housing Services and the Associate Director of Clinical Services and support a team of clinicians, harm reduction specialists, case managers, and wellness coaches, and quality assurance administrative staff.
• Participate in regular meetings of ECS’ directors and management staff to advance organizational vision, values, innovation, collaboration, and service integration.
• Develop budgets and ensure responsible and effective financial management of the department, in collaboration with the CFO, finance staff, and the Chief Program Officer.
• Collaborate with the ECS Development team for fund development from private and public sources, researching and writing proposals, and negotiating and reporting grants and contracts, directly and collaboratively with ECS’ Development Department, Finance Department, and the Director of Programs.
