About the role

This Opportunity

WSP USA is initiating a search for a Commercial Lead to join the Interstate Bridge Replacement (IBR) Program team. The position is full-time and will be based in Vancouver, WA, with a hybrid work arrangement (up to 4 days a week in office). Co-location required at the IBR office in Vancouver. The Commercial Lead is responsible for managing the financial and contractual aspects of the IBR General Engineering Consultant (GEC) contract. 

This position requires selection by WSP/PMX Team Executive Committee and acceptance by WSDOT and ODOT. Key Team Member Position resumes must provide up to three examples that demonstrate their background and prior experience on similar programs. Include the name of project(s); dates of the project(s); roles/responsibilities for each team member on those project(s); and demonstrate their understanding of State and Federal regulations/procedures. The consultant staff will be required, at a minimum, to show experience, expertise, innovation, and "not business as usual" skills in executive leadership, strategic planning, and technical ability for each key team member. Below are roles considered Key Project positions.

Your Impact

  • This role oversees budgeting, cost control, procurement, contract and negotiations, and maintains client relationships. 
  • The Commercial Lead ensures that the project is delivered within financial parameters and contractual obligations.
  • The Commercial Lead is also responsible for all subcontracts and amendments to them.

Who You Are

Required Qualifications

  • Experience managing, developing and overseeing the implementation of financial and commercial strategies. 
  • Experience conducting financial analysis to identify potential cost-saving opportunities and forecast future IBR program expenses.
  • Experience in developing, writing, reviewing and negotiating GEC contracts and change orders, as well as subcontract agreements and change orders.
  • Ability to identify financial and contractual risks, develop risk mitigation and implement contingency plans and strategies.
  • Ability to ensure compliance with all procurement policies and procedures.
  • Ability to negotiate with clients, subcontractors, vendors and other professionals to manage program costs and contractual matters. 
  • Experience managing conflicts as they arise, mediating solutions as needed, and escalating issues when necessary. 
  • Ability to work independently and as a team.
  • Strong problem-solving skills and performs well under pressure.
  • Strong communications skills, both written and verbal.
  • Bachelor’s degree in engineering, commercial management or other relevant field with a minimum of 10 years of experience in the civil construction industry.

Preferred Qualifications

  • Excellent analytical and time-management skills. 
  • Self-motivated and results oriented.  
  • Ability to form strong relationships with client, subconsultants and other engineering-related professionals.
  • Experience working with Oregon and Washington DOTs, federal agencies, and other local and state governments, resource agencies, transit agencies, MPOs, port authorities and Tribal nations.

Compensation

Expected Salary (all locations): $121,100-$205,900

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
