Own the technical future of Stimulus Technologies' broadband business - from network strategy and architecture through construction acceptance, operational readiness, reliability, and long-term performance.
The opportunity
Stimulus Technologies is seeking a Chief Technology Officer – Broadband Division to lead the technical strategy and execution of a growing, multi-state ISP organization. This executive will establish a common technical operating model across fiber, fixed wireless, cable, and voice environments while leading the transition of major network builds into reliable, scalable operations.
This is not a corporate IT or software CTO role. It is an operating technology leadership position for an executive who understands carrier networks deeply, has owned real-world network outcomes, and can connect architecture, capital deployment, construction, operations, and customer readiness.
What you will own
- Companywide broadband technology strategy, target architecture, engineering standards, and technical roadmaps.
- Network design through construction acceptance, activation readiness, operational stabilization, and ongoing performance.
- Reliability, capacity, latency, incident response, restoration performance, and lifecycle modernization across all ISP markets.
- Technical leadership across broadband operations, field operations, network engineering, the NOC, engineering and construction, network architecture, OSS/BSS and automation, and security operations.
- The broadband technology operating budget, capital construction budget, procurement, vendor negotiations, investment business cases, ROI, technical cost metrics, and ISP financial performance.
- Technology and equipment selection, technical vendor strategy, major contracts, engineering acceptance criteria, and capital priorities within approved budgets.
- Migration to a scalable, common OSS/BSS environment and the automation required to support growth.
- Integration and rationalization of acquired and legacy network architectures.

- A complete technical and organizational assessment is translated into a prioritized execution roadmap.
- Every market is working toward clearly documented architecture, engineering, security, and operational standards.
- A disciplined build-to-operations acceptance process prevents incomplete or unstable networks from entering production.
- Major broadband construction programs advance against schedule, budget, quality, and subscriber-readiness commitments.
- Network reliability and incident response improve measurably, with clear ownership and executive visibility.
- The OSS/BSS migration and automation roadmap is approved, sequenced, and moving into execution.
- A scalable technical organization is in place, with strong leaders, clear decision rights, and consistent accountability.
The leader we are looking for
- Executive leadership experience in a multi-state ISP or broadband organization.
- Deep carrier networking expertise and demonstrated command of fiber-to-the-home/PON, fixed wireless, microwave backhaul, cable/HFC, enterprise fiber and carrier services, and voice communications.
- Experience leading engineering, construction, field operations, NOC, and operational leaders while remaining close enough to the work to verify results.
- Ownership of large capital programs, operating budgets, technology procurement, and major vendor contracts.
- A record of integrating legacy networks and establishing common standards across diverse markets.
- Strong business judgment: able to evaluate technical tradeoffs through cost, risk, scalability, customer impact, and return on investment.
- Equivalent executive experience accepted in place of a degree; an advanced degree is preferred.

- Challenge vendors, budgets, forecasts, and build assumptions with evidence and technical depth.
- Work in the details when necessary to establish the organization, standards, and operating discipline.
- Practice extreme ownership, build repeatable systems, and challenge the CEO and executive team constructively.
- Communicate complex technical and financial issues clearly to executives, operators, vendors, and external stakeholders.
