General Summary:

Under the general direction of the Vice President of Capital Design and Construction, directs and oversees the activities of personnel, consultants, and contractors engaged in design, construction, project management, and dispute resolution functions associated with the execution of DART projects and programs focused on DART’s civil infrastructure (bridges, structures, tunnels, drainage infrastructure, roadbed, slopes, crossings, etc.). This position is responsible for analyzing the engineering, financial, and performance data regarding project delivery to manage and implement programs effectively, aligning resources to ensure agency objectives are accomplished. Assigned projects have the potential to be safety-critical with limited public exposure. Projects will also include various transportation modes and systems. This position requires experience leading multiple simultaneous projects and personnel; the candidate must be capable of independently making decisions on significant engineering/design/construction problems and issues.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Ensuring public and operational safety is the highest priority for assigned projects and programs on DART assets.
  • Plans, develops, implements, and manages programs, procedures, and standards for the rail corridors, interfacing with agency staff, contractors, and Federal and State agencies related to the maintenance of way activities, including but not limited to bridge engineering, track, communications, signals, construction, operations, and safety issues.
  • Provides technical analysis, review, and support for programs delivered by the Development department and as requested by other DART departments or partner agencies.
  • Acts as a resource to Capital Planning, Service Planning & Scheduling, DART Operations, Trinity Railway Express, and other DART departments, as well as local authorities and permitting entities.
  • Provides input to a variety of departmental policies and procedures. Provides direct support to the Vice President in resolving all departmental issues, both administrative and technical, as assigned.
  • Defines, upholds, and directs standards (e.g., AREMA, FRA, etc.) for engineering, design, construction, and maintenance activities that impact the authority's property.
  • Plans and develops work schedules for projects, including preventative maintenance, inspections, design, construction, repairs, and upgrades to the systems and right of way, including third-party projects.
  • Acts as the main point of contact for assigned efforts with DART, Trinity Metro, federal, state, and local agencies, consultants, freight railroads, and Amtrak.
  • Develops independent cost estimates for assigned projects and programs.
  • Develops operating and capital budgets for projects and programs, including budget monitoring and variance reporting.
  • Makes formal presentations to staff, senior staff, DART Board, consultants, government entities, and other related parties, as required to communicate related project status and performance.
  • Provides general direction and participates in technical procurements, evaluations, negotiation, and selection of construction, architectural, engineering, and other related consultant contracts.
  • Interviews, selects, supervises, develops, evaluates, counsels, and, if necessary, recommends termination of subordinate personnel according to established policies, procedures, and guidelines.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Note: An equivalent combination of related education and experience may be substituted for the minimum below, excluding High School Diploma, GED, Licenses, or Certifications.
