Overview:
The Research Reactors Division (RRD) at Oak Ridge National Laboratory (ORNL) seeks a Compliance and Assessment Technical Staff Member to provide support, oversight, and interface for line management of RRD on issues management, critiques, occurrence reporting, performance analysis and trending, assessments, and the Safety and Security Regulatory (SSR) program.
In this role you will be responsible for assessing RRD activities to verify compliance with environmental, safety, health, and quality requirements, as well as applicable laws, regulations, policies, and procedures. You will also be expected to exemplify and reinforce the UT-Battelle Safe Conduct of Research Principles.
Major Duties/Responsibilities:
- Perform or coordinate assessments related to the risks of the division. Support assessments by external and internal independent organizations. Create and monitor action plans in response to division and independent assessment reports.
- Independently evaluate plant performance, processes, and human performance for events using performance-based evaluation methodologies, critiques, and cause analysis.
- Use cause analyses to identify factors requiring preventive and/or corrective actions.
- Provide extent of condition reviews, effectiveness reviews and associated reports for events in accordance with ORNL Standards Based Management System (SBMS).
- Implement the occurrence reporting standards of performance to ensure the effective and efficient implementation of event reporting for RRD. Responsible for investigation and development of the final occurrence report coordinating with RRD line management and DOE-OSO for timely submittal and approval.
- Implement the ORNL SSR Program for RRD. Review a wide variety of sources and information (including but not limited to occurrences, self-assessments, independent assessments, internal reports, nonconformance reports, and radiological event reports) for issues having direct or indirect SSR program applicability. Prepare SSR non-compliance reports, root cause analysis, corrective action plans, and other required documentation for RRD line management, communicating with the ORNL SSR program office and the Legal Directorate.
- Maintain cognizance of new or revised DOE/EPA/OSHA requirements as well as ORNL SBMS.

- Interpret individual’s responses leading to accurate and complete assessments, critiques, event investigations, and root cause analyses.

- Provide expertise to help ensure compliance with Environment, Safety and Health (ES&H) and QA requirements.
- Develop, maintain, and interpret RRD trending metrics related to events management, assessments, and issues management subject areas to inform assessments and continuous improvement opportunities.
- Assist line management in identifying and implementing opportunities for continuous improvement.

Basic Qualifications:
- A bachelor’s degree in a technical or business field and at least 5 years of nuclear operations experience.
Preferred Qualifications:
- Experience at a research reactor facility.
- Proven experience in preparation and conduct of assessments.
- Experience with the DOE Occurrence Reporting and Processing System, the NRC reporting system or equivalent reporting system for events.
- Experience with the ORNL SSR Program, the NRC Enforcement Policy or equivalent.
- Experience as a critique facilitator and root cause analyst or the ability to obtain qualifications as an ORNL Critique Facilitator and ORNL Root Cause Analyst.
- The ability to work independently as well as collaboratively with a diverse group of people having a wide range of technical and support capabilities.
- Excellent oral and written communications, interpersonal, and problem-solving skills.
- Skills of a seasoned technical leader and the ability to work with all organization levels.
