GENERAL OVERVIEW:
This job directs the Allegheny Health Network Labor Management Office functions and assists the director/vice president with managing the strategic Staffing and Labor Management team. is responsible for assisting the director/ VP of Labor Management in stabilizing the workforce to reduce turnover and ensure appropriate staffing, creating and executing flexible staffing solutions,. The manager will work collaboratively with multidisciplinary teams at hospital business units to ensure the equitable allocation of nursing resources across the network. The manager of the LMO will have collaborate with the director to ensure integration and strategic alignment of KRONOS team, staffing pool and Workday to optimize the workforce within the AHN network. In addition, to tactical tasks such as job fulfillment, workforce manager will work with the vice president and director of workforce planning to provide strategic advice/information to enhance communication with AHN corporate and organization decision-makers. Work collaboratively with all strategic partnerships related to Workforce Planning vendors, processes and programs. Partners with Human Resource Team, Hospital Units, senior business leaders on key issues, actions and strategies. Oversees and participates in departmental policies and processes.
ESSENTIAL RESPONSIBILITIES:
- Collaborates and manages functions of Allegheny Health Network Labor Management while ensuring workforce planning strategies are implemented within the LMO and hospital business units. Develops, implements and manages all aspects of labor management office and staffing policies and processes. (20%)
- Collaborates, allocates and manages nursing resources based on patient acuity and care need, create unit-based care models, participate in unit workflow projects to enhance staffing efficiencies, and lead network and hospital level workforce planning initiatives through identified tactics and in collaboration with established committees. (15%)
- Participates in annual budget development to establish appropriate priorities and resources to achieve expected outcomes; measures expectations against actual budgetary performance and ensures variances are within given targets. (5%)
- Ensures functional team effectively executes the full labor management process, including creative staffing, staff policy/procedure development and standardization as well as ongoing evaluation of the labor management office. Monitors requisition volume in partnership with recruiters and assigns activity to team members based on volume, expertise, skill level, etc.(15%)
- Performs management responsibilities to include, but are not limited to: involved in hiring and termination decisions, coaching and development, rewards and recognition, performance management and staff productivity. (10%)
- Monitors and manages standardized workforce planning forecasting methodology to improve current labor management strategies. Collaborates within and across enterprise teams to support labor management process improvements and sharing of best practices to continuously evaluate customer experience. (10%)
- Creates strong, collaborative partnerships with nursing leadership to support engagement across hospital business units to ensure an integrated approach to workforce development and care delivery is achieved. (10%)
- Fosters a culture of accountability and transformational leadership that supports continued learning and innovation at all levels of nursing in the network. (5%)
- Partners with Human Resource, Operations, Nursing, Director of LMO and VP of LMO and AHN Business Units to inform leaders in client areas on issues, actions, and strategies. Creates and manages proactive workforce planning activities to include efficiency, quality and diversity. (5%)

QUALIFICATIONS:
Minimum
- Bachelor’s degree in Nursing, Business Administration or other related area
- 0-1 years Kronos or similar electronic staffing software experience
- 3-5 years management experience
- 1-3 years experience supporting the successful management and execution of nurse and support resources staffing models to specific facilities, units, shifts and specialties
- CPR – American Heart Association
- Act 34 Criminal Background Clearance Certificate
- Act 33 Child Abuse Clearance Certificate
- Act 73 FBI Fingerprinting Criminal Background Clearance Certificate
Preferred
- Master’s degree in Nursing, Business Administration or other related area
- 0-1 years experience with Workday
- 1-3 years experience as a Registered Nurse
- 1-3 years experience with collective bargaining environment
