Public Service Manager III (MA35) – Division Director – Property Tax Division - Maine Revenue Services (MRS)

The Property Tax Division is responsible for the determination of the annual state valuation for the 484 incorporated municipalities and the unorganized territory of Maine and the administration and oversight of property tax administration in the unorganized territory. The Division administers the real estate transfer tax, controlling interest transfer tax, commercial forestry excise tax, property tax stabilization and deferral programs, telecommunications business equipment tax, Land Use Planning Commission fee, and a number of municipal reimbursement programs including Homestead, Tree Growth, Veterans, and the Business Equipment Tax Exemption.

POSITION DESCRIPTION:

The Division Director is responsible for providing administrative oversight of the Division including planning, developing, directing, and providing overall leadership for the activities of the Division. The Director professionally represents MRS at legislative hearings, study commissions, and other public forums. The Director analyzes legislative proposals and provides policy analysis for the agency and Administration, recommending timely and considered changes that further those goals. The Director implements new legislative programs. The Director coordinates with other Divisions and agencies on issues related to the programs administered. The Director participates in executive-level meetings and provides expert advice to executive management, staff, and the public. Supervision is exercised over a variety of personnel and work is performed under administrative direction.

KNOWLEDGE, SKILLS, AND ABILITIES:

The successful candidate will be a highly organized self-starter with excellent written and verbal communication skills and a demonstrated ability to interpret and implement laws, rules and regulations.

 

MINIMUM QUALIFICATIONS:

A combination of ten years education and experience in federal and state taxation.
