The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, safely managing toxics and hazards, recycling solid and hazardous wastes, timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources. The Department fulfills its mission in part by enforcing compliance with environmental laws and regulations.
Under the supervision of the Director of Fiscal Management, this position ensures that all resources and financial allocations align with the mission and priorities of the Commissioner of MassDEP. Serving as a critical leader within the Commissioner’s Fiscal Office, the role provides exemplary fiscal stewardship through the establishment, monitoring, and continuous improvement of accounting, budgeting, finance, and procurement policies and procedures.
As both the agency’s MOSAIC Liaison and Chief Procurement Officer, this position serves as MassDEP’s primary lead contact with the Office of the State Comptroller (CTR) and the Operational Services Division (OSD) on all fiscal and procurement matters. The Director of Procurement & Accounting continuously evaluates, and updates agency-wide Standard Operating Procedures (SOPs) related to fiscal and procurement activities, ensuring efficiency, effectiveness, and compliance with Federal, State, and Internal Control guidelines. Additionally, this position assists the DEP Budget Unit with fiscal analysis and decision-making on payroll funding and other resource allocation matters.
Duties include, but are not limited to, the following:
As the agency’s Chief Procurement Officer, this role is responsible for managing and overseeing all procurements across the organization. Leveraging specialized knowledge, leadership, and expertise, provide guidance, oversight, and support to Bureau Administrative Directors, as well as fiscal and program staff, on all departmental service contracts, commodity purchases, and inter-departmental service agreements.
The role also includes ensuring compliance with internal accounting controls in accordance with Chapter 647 of the Massachusetts General Laws (Internal Control Act). In addition, oversee and supervise all COMMBUYS purchasing transactions, bid postings, Notices of Intent (NOIs), and grant notifications for the entire agency.
