About the role

Job Type Full-time Description

SFI is responsible for business and management analysis for a federal agency. This is a large-scale IT software development effort implementing Scaled Agile Framework (SAFe). We are looking for a Business Analyst/Product Analyst to provide product management, voice of the customer, and requirements management.


Primary Responsibilities:

  • Identifying user needs and the broader Agency business objectives that a product or feature will fulfill based on the Product Owner’s guidance for the plan for achieving success. 
  • Ability to align stakeholders around the vision for the product 
  • Guiding business owners to prioritize product features and capabilities, as needed 
  • Document stories and manage backlog in Azure DevOps
  • Writing detailed functional and technical requirements.
  • Provide product management support such as prioritization and backlog grooming.
  • Provide analysis for associated tasks during the life cycle.
  • Review and confirm system requirements are compliant with Agency policy currently and as relevant policies evolve 
  • Working with Agency stakeholders to document standardized processes, and map them in process flow charts pertaining to performance monitoring, evaluations, budget planning and monitoring, project design, procurement planning and various portfolio reporting functions 
  • Working closely with the development team in determining business processes and standard operating procedures that can be automated or improved through the product 
  • Developing and validating system requirements 
  • Identifying and engaging Agency stakeholders (e.g. pillar and geographic bureaus, special areas such as gender) 
  • Preparing technical / product communication and outreach materials for Agency stakeholders including senior managers 
  • Review and confirmation of the alignment of product features, i.e., review, give feedback, and prioritization of user stories in line with product vision 
  • Conducting user testing planning, script writing, data setup, execution, and collecting test results for key features or key initiatives 
  • Facilitate team meetings, including Backlog Refinement / Iteration Planning / Daily Stand-Up / Iteration Review / Iteration Retrospective
  • Remove impediments and barriers to the team’s progress.
  • Communicate and track agreed upon team metrics.
  • Communicate and coordinate meetings, presentations, and develop work products.
  • Develop test cases.
  • Ensure requirements are tested and provide expected functionality.
  • Other activities shall include:

    • Issues management
    • Risk management
    • Quality management
    • Problem solving and conflict-resolution
Requirements
  • Minimum 6 to 8 years of relevant experience.
  • Strong written and verbal communications skills.
  • Proven ability to quickly learn and understand complex subject matter.
  • Experience with GIT.
  • Ability to handle multiple projects simultaneously.
  • Experience with SAFe/Agile/DevSecOps.

Desired Skills & Qualifications

  • Firm understanding of SDLC (systems development lifecycle).
  • Federal agency experience.

  • In order to meet the clearance requirements for this opportunity, candidates must be authhorized to work in the US.

  • Public Trust background investigations can take approximately four to eight weeks and requires fingerprinting.

  • The salary for this position is $60,000 - $90,000 annually
