Summary
The City of Roanoke is seeking an Application Project Leader to perform work involving the analysis of business processes, design and documentation of system solutions, and the implementation and integration of information systems. Prepares cost/benefit analysis of systems. Gathers and analyzes information for the procurement and deployment of information systems. Assists in the formation of project definitions/objectives and system requirements.
Additional responsibilities include making formal system presentations orally and in writing, defining systems security and control procedures, and preparing documentation for input processes, output processes, and system workflows. Bachelor's degree from a four-year college or university in information technology or a closely related field; five or more years of related experience and/or training; project leadership experience; or an equivalent combination of education and experience is required.

Examples of duties
SUMMARYPerforms work involving the design, integration, implementation, and support of information systems.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Gathers and analyzes information for information systems.
Supervises and plans the installation of application information systems, including enhancements, modifications, integrations, and interfaces.
Serves as project leader for vendor-based application systems of small scope with support and guidance from the team or project manager.
Collaborate with department staff to define application system objectives and requirements.
Prepares cost/benefit analyses for application system solutions.
Make formal system presentations orally and in writing.
Develop test plans and quality assurance strategies.
Defines system security and control procedures.
Trains personnel in the operation of application systems.
Prepares detailed system specifications and oversees completion of tasks performed by less senior staff.
Prepare documentation for all system components as well as user documentation.
Supports the team’s user community when the team’s IT manager is unavailable.
Assists in developing technology budgets.
SUPERVISORY RESPONSIBILITIES
Supervise approximately 2-5 employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
Bachelor's degree from a four-year college or university in information technology or a related field; five or more years of experience and/or training in information systems analysis, integration, and support; project leadership experience; or an equivalent combination of education and experience.
