Lutheran Social Services of Southern California began in December 1944 when a group of Lutheran 

congregations in San Diego came together to discuss how to better assist families in need. They 

began discussing how to form a Welfare Commission. Their vision expanded when they came together 

with another group of Lutheran congregations in Los Angeles having the very same conversation. 

Lutheran Social Services of Southern California was officially incorporated in 1946 as a 501(c)(3)

Job Summary: Under the supervision of the Sr. Director or VP of Health, Wellness, & Recovery 

Services, the Clinical Program Manager (Clinical PM) is responsible for the day-to-day 

implementation of the Victim Intervention Program (VIP), and the expansion of counseling services 

to participants. In collaboration with the Sr. Director or VP, this position explores opportunities 

for program growth in the area of health, wellness, and recovery services. In collaboration with 

the Sr. Director or VP, the Clinical PM establishes program budgets and ensures the programs operate within 

said budgets. They provide management and supervision of the program staff and resources. Ensures 

staff receive appropriate and quality training both job specific and agency wide. Provides outreach 

to community agencies to cultivate partnerships and create referral streams for programs. Supports 

the Sr. Director or VP in ensuring safe and professional operations of programs and site.

Essential Duties and Responsibilities include the following:

•     Develops and enhances programs to serve clients in alignment with LSSSC vision and mission.

•     Collaborates with Director/VP in strategic program design, development, and implementation of 

program.

•     Participates in clinical supervision toward licensure requirements in adherence with the 

Board of Behavioral Sciences (BBS).

•     Fosters a positive and productive team culture and working relationships.

•     Screens, interviews, hires, and trains new staff.

•     Creates training materials and trains staff to provide culturally responsive and trauma 

informed services.

•     Plans and conducts weekly case conferences and other staff meetings.

•     Supports staff through leadership development and growth opportunities.

•     Provides staff with accountability and feedback through the completion of annual evaluations 

and disciplinary actions/performance improvement plans (PIPs).

•     With support from the Sr. Director or VP, implements, coordinates and monitors programs and 

contracts.

•     Reviews program contracts and ensures staff adherence to scope of work for each contract.

•     With support from the Sr. Director or VP, develops program work plans and standard operating 

procedures (SOPs) as appropriate.

•     Collaborates with the Financial Department to ensure the program is running at budgeted 

levels.

•     Works with the Compliance Department to optimize auditing processes including the 

establishment of internal audit practices.

•     Oversees database management systems and operations to collect, aggregate and generate 

reports.

•     Provides individual and group psychotherapy as appropriate.

•     Under clinical supervision, conducts assessments, creates treatment goals, documents 

progress, and determines discharge in collaboration with clients and within program parameters.

•     Maintains up-to-date clinical documentation as required.

•     Reviews evidence-based literature and other educational media for advancements and research 

in the mental health/health care fields for implementation purposes.

•     Establishes client eligibility for program services and builds systems for staff to check and 

monitor eligibility.

•     Approves client funds and expenses as needed.
