OVERALL DESCRIPTION

The Construction Manager position requires an extensive background in Construction, as well as business practices. The Construction Manager will manage all aspects of various projects, as assigned by management, to ensure that project implementation and completion meet the requirements and needs of the design documents, SEPTA and the requirements of all agencies, governments, special interest groups and the public to which SEPTA is responsible. The Construction Manager plans, develops, coordinates, and directs projects as assigned and will have the responsibility of managing a multi-discipline construction management team. The Construction Manager may also manage a research or investigative project with a complex or novel issue requiring development of new or improved techniques and procedures. The Construction Manager will report to the respective management positions within the EM&C division, such as Senior Program Manager, Director, of Engineering, etc. In addition, the Construction Manager will encounter many people at higher organizational levels, both within SEPTA and outside the Authority, requiring excellent communication and social skills. 

SPECIFIC RESPONSIBILITIES

 

1. Prepares and updates project budgets, schedules, and force account plans and coordinate with other departments as required for on-going projects.
2. Provides liaison with appropriate Federal, State, City and local government agencies and SEPTA to coordinate construction requirements with consultant design.
3. May represent the Authority with Special Interest Groups or local Community Organizations to address construction in public meetings.
4. Directs projects during procurement and construction phases. This includes project management, construction management, and coordination with government agencies and SEPTA Operations and EM&C departments. 
5. Manages and evaluates progress and performance of consultants and contractors.
6. Reviews contract documents for constructability and implementation.
7. Prepares Requests for Proposals, manages consultant CRS contracts, manages consultant construction management contracts, coordinates the implementation of design concepts and documents and reviews construction progress with operating departments and stakeholders.
8. Consults with supervisor concerning unusual problems, issues, and developments on administrative and policy matters.
9. Supervises, coordinates, and reviews the work of teams of engineers/architects, construction inspectors, resident engineers to provide estimates of manpower needs and schedule updates and assigns work to meet construction schedules.  
10. Applies intensive and diversified knowledge of principles and practices in broad areas of construction assignments so as to complete projects on schedule and within budget.  
11. Responsible for the development and review of project management training and seminars.
12. Develops, implements, maintains, and enforces the EM&C Division's Project Management Plan (PMP) Guidelines Manual to include all FTA required elements.
13. Develops, implements, maintains, and enforces construction guidelines, specifications, directives, and technical information.
14. Develops and distributes criteria and procedures for inspection, materials/systems testing, best practices, etc. to EM&C staff, consultants, and contractors.
15. Prepares budget, schedules, programs, and construction force account plans for proposed projects.
16. Coordinates the schedule of track outages for projects.
17. Prepares Requests for Proposals, manage consultant contracts, and coordinates and reviews with SEPTA Operations and Engineering Departments.
18. Has responsibility for forecasting, and maintaining budgets, and manpower requirements.
