Security Communications Lead

The V2X Mobile Sensors program performs Operations and Maintenance (O&M) for a ship based mobile platform with complex multi-mission radar/communication systems which have an elaborate command & control computing structure, along with communication interfaces and support sub-systems.  These systems and the program assigned employees, which include bargaining members (union), are tasked to primarily operate in the Pacific Command's (PACOM) Area of Responsibility (AOR). Our program ensures the COBRA KING (CK) radar and communication systems are Fully Mission Capable (FMC) 24-hours a day, 7-days a week, and capable of supporting mission operations on short-notice.

V2X Mobile Sensors is seeking a Security Communications Lead (SCL) in direct support of the USNS Howard O. Lorenzen, T-AGM 25 operating OCONUS at sea. This position will be on a naval vessel.

The SCL will work under the direction of the Mobile Sensors Management Office (MSMO) Program Manager and in relationship with the MSMO Security Manager, MSMO Communication, and the assigned Ship Operations Manager (SOM) to facilitate all government security requirements IAW the Mobile Sensors Security Plan (MSSP). The MSSP ensures compliance in the handling of information, property, and/or any additional resources that are generated, issued, or supplied for the Mobile Sensors program. As the SCL, you will manage all communication operators, provide watch bills, proactively monitor, and as necessary, develop program employees to ensure adherence to established security guidelines while in the performance of their assigned responsibilities. Additionally, the SCL will contribute to the development and refinement of the MSSP that includes, but not limited to, security instructions, operational procedures, security briefings, self-inspections/audits, database maintenance/management, investigation of security incidents/violations, and assisting with the management of COMSEC requirements.

The SCL is responsible for the monitoring and managing of personnel assigned to work in the Message Processing Center (MPC) and Mission Communications Center (MCC) performing duties associated with standard Navy message systems.  The SCL will manage the preventative and corrective maintenance on numerous communication systems including JWICS, ADNS, CBSP ULV, WSC-6 SHF, GCCS-M, other related communications systems, and perform other additional duties assigned by the MSMO Program manager or SOM   

REQUIRED KNOWLEDGE, SKILLS AND EXPERIENCE

• At least 6 years of DoD experience in Security as a Lead.
• KMI certification COMSEC Experience.
• Existing Security+ CE Certification.
• NIPRNet, SIPRNet, Local Area Network (LAN), and System Cyber Security Experience.
• Message processing experience using standard navy processing systems.
• Operate and maintains C4I voice, data, video, and imagery circuits as required. Experience performing Navy communications system preventative maintenance.
• Must be able to read and interpret schematic diagrams, functional block diagrams and related drawings.  Repair of complex electronics communications equipment and peripherals required. 
• Strong Microsoft Office Suite Skills
• HF, VHF, UHF, UHF SATCOM, and C&X band SATCOM system experience.
• Computer experience relative to military communications and networking, routers, switches, and related terminal equipment experience
• Message processing experience using standard navy processing systems.
• Strong understanding of complex interrelationships of circuits and judgment in planning work sequence and in selecting tools and testing instruments.
• Work requires knowledge of military communications circuits, systems and equipment as well as operational procedures. 
• Must be able to read and interpret schematic diagrams, functional block diagrams and related drawings.  Repair of complex electronics communications equipment and peripherals required. 
• Experience troubleshooting and repairing military communications circuits/networks.  Understanding of complex interrelationships of circuits and judgment in planning work sequence and in selecting tools and testing instruments 
• Active DoD Top Secret Clearance w/ SCI eligibility
• Current U.S. Passport with minimum of 1 year prior to expiration and 3 blank pages

Desired Qualifications/Skills

• Recent Experience working with U.S. Air Force and/or U.S. Navy
• Ability to operate ship-associated communications-electronic equipment to include: embedded commu
