Cloud Operations + Innovation (CO+I) is the team behind one of the world’s largest cloud infrastructures, responsible for powering all Microsoft online Products and Services as well as powering Microsoft’s “Cloud First” mission. Our focus is on smart growth, high efficiency, and delivering a trusted experience to customers and partners worldwide. Within CO+I, the Engineering, Procurement & Construction (EPC) team is responsible for supporting delivery of datacenter capacity for Microsoft’s cloud business. We have a portfolio of complex, multi-disciplinary, multi-million, multi-year datacenter construction and lease projects with specific safety, quality, schedule, and cost goals.
We are looking for a Business Program Manager to join our dynamic and rapidly growing organization and make significant impact by driving results and streamlining business practices across large, diverse global teams. As a vital and trusted member of our team, this candidate will partner with business managers and the EPC leadership team to effectively and efficiently operate a complex organization. The candidate will thrive in a fast-paced, challenging environment, contributing big-picture thinking and strategic execution.
We are seeking a passionate individual with cross-group organizational skills, financial planning and management experience, analytical and problem-solving capabilities, a proven track record of successfully leading complex strategies and projects to completion, and agile communication skills.
This role is located in Redmond, WA. Relocation expenses are not provided as part of this role. Successful candidates must reside within 50 miles of the hub office location. This role is eligible for hybrid or remote work, up to 50%.

Responsibilities
Business Program Excellence and Execution
- Evangelizes complex programs to stakeholders, partners, and customers to gain buy in. Leverages data and performance metrics (e.g., Objectives and Key Results [OKRs] and Key Performance Indicators [KPIs]) to demonstrate the value of the program and show business impact. Adapts communication style and storytelling strategy according to audience and business needs.
- Defines and executes on a landing and communication plan, such as the target audience(s) and communication strategy. Leads the rhythm of business (ROB) during plan execution to ensure participants and stakeholders are communicating and responding according to the necessary cadence. Works across teams (e.g., Landing Design, Engineering, Supply Chain, Finance, Technical Program Management) to ensure all program requirements are understood and can be met.
Business Program Planning and Design
- Defines and tracks the success criteria and performance metrics (e.g., Objectives and Key Results [OKRs] and Key Performance Indicators [KPIs], such as quality, adoption, usage, impact, effectiveness) for the program.
- Works with cross-functional (e.g., organizational, product, business) stakeholders (e.g., Engineering) to design compliant complex programs from initiation to delivery, with minimal coaching. Produces collateral (e.g., proposals, strategy walking deck, internal and external pitch content) to incorporate stakeholder needs and ensure the business objectives are met.
- Identifies and scopes opportunities to develop new programs and improve current ones. Identifies and provides solutions to root problems (e.g., root-cause analysis), defines the program strategy, gathers program requirements, identifies resource needs, creates the project plan and targets, and works across teams to align on the plan of record. Improves operations of existing programs by applying industry methodology, defining complex program issues, assessing various scenarios, and selecting the optimal scenario to resolve issues. Drives clarity in complex program issues and strives for simplification.
