This position can be located at any Duke Energy facility in or near the supported counties- Alachua, Citrus, Hernando, Levy, Marion and Sumter.  The exact location will be determined at the time of offer based on business needs.

This position will be give a Duke Energy commuter vehicle.

Job Summary

The Government and Community Relations Manager II (GCRM II) position is intended for professionals who have the experience to demonstrate proficiency in the fundamentals of local government and community relations. The GCRM II manages local government, business and community relationships, and issues within Duke Energy’s service area. The position also oversees and coordinates local philanthropy in support of corporate and community objectives, with minimal oversight and daily direction. Through integration with internal partners, employees in this position develop, implement, and monitor strategies for the success of Duke Energy’s business objectives and issue resolution. Key responsibilities include local government and key leader relationship management and advocacy, community engagement, and issue management.

Responsibilities

Relationship Management

• Develops and manages area governmental, business, and community relationships within Duke Energy’s service area in Alachua, Citrus, Hernando, Levy, Marion, and Sumter counties on behalf of Duke Energy business units to ensure business unit objectives can be successfully achieved and effectively promotes and enhances the company’s image and reputation. 
• Represents Duke Energy in strategic industry/association/chamber organizations to enhance business relationships between Duke Energy and complex, high-value community leaders.  Owns and manages the total customer relationship including interfaces with other Duke Energy departments including Duke Energy executives.
• Remains abreast of trends and developments in the political climate and current public policy issues affecting the company.

Project and Issues Management

Leverages relationships with key community stakeholders in Alachua, Citrus, Hernando, Levy, Marion, and Sumter counties and knowledge of the company’s operational needs and business goals to diagnose issues, identify pathways to resolution, and create or protect value for the company. Must remain knowledgeable of enterprise-wide issues and be responsible for serving as lead negotiator and, frequently, decision maker, to resolve issues affecting Duke Energy. Sometimes serves as media spokesperson for Duke Energy in the community. Must have broad and deep knowledge of electric utility issues.  Examples including but not limited to:

• Siting and construction of company facilities.
• Electric utility l issues impacting communities.
• Territorial agreement negotiations.
• Environmental concerns.
• Emergency and storm response.
• Local government permitting.
• Municipal franchise agreements.
• Local government tax issues.

Philanthropy

• Develops local philanthropic strategies to use Duke Energy Foundation, community development and business enhancement funds in a strategic way for the communities Duke Energy serves in Alachua, Citrus, Hernando, Levy, Marion, and Sumter counties.
• Develops budgets and community relations programs and strategically deploys resources.

Education and Advocacy

• Contacts and confers with members of local government and other public officials to influence the passage, defeat or amendment to local ordinances or legislation that impacts Duke Energy’s business objectives in Alachua, Citrus, Hernando, Levy, Marion, and Sumter counties. 
• Represents Duke Energy before local governing bodies and serves as primary company point of contact for local elected officials and city/county staff..
• Studies and evaluates proposed local ordinances and legislation to determine impact on the company affecting things such as taxes, fees, ability to effectively locate and relocate company facilities, service charges, etc. 
• Develops and maintains knowledge of Duke Energy’s public policy, regulatory and business positions to accurately collaborate with key community stakeholders and local government officials.
