We are seeking candidates for the position of HR ATS Technical Analyst (9013) in the HR/Business Services.

Salary Range: Min: $79,534.00 - Mid: $99,424.00 - Max: $119,314.00 

       

OVERALL DESCRIPTION

This position is responsible for supporting SEPTA’s HR Strategic Initiatives, by helping develop strategic solutions to effect process improvements. Assist with HR processes, administration, and a continuous proactive approach in the support of employee and organizational best practices.

 

SPECIFIC RESPONSIBILITIES

  1. Serve as the ATS system administrator, providing subject matter expertise relative to administrative, transactional processes, data automation, project management support, gathering data, analysis and reporting, acting as liaison with Implementation vendor, SAP and the HRIS department. 
  2. Provide technical/functional support and the development and delivery of ATS module training for HR department and business end users across the Authority.   
  3. Leverage system and process expertise in analyzing and troubleshooting complex system/user issues to drive resolution and determine root cause. Identify, analyze, and document process flows and take corrective action when necessary. Maintain the integrity of the ATS by conducting regular audits and streamlining processes. Provide technical/functional support and the development/delivery of HR department and business user training for the ATS. Assisting in the correction of system and data issues related to onboarding new/transferring existing employees.
  4. Creates and assists with development of standard and ad hoc analytic data requests.  Develops, maintains, and supports a variety of reports or queries using appropriate reporting tools. 
  5. Plays a lead role in the assessment, testing and application of manufacturer quarterly/semi-annual releases and other required testing. Assists in developing any revisions related to clear documentation including specifications, job aides, operational guides, etc. relative to the ATS module.
  6. Support various recruitment initiatives as needed.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree and five years of related experience working in Human Resources, Mathematics/Statistics, or Public/Business Administration required. 
  • Advanced Excel skills required to include the following which includes ability to utilize pivot tables, data tables, lookup functions and logical references required. In addition, Advanced Word, Access, and PowerPoint skills required. 
  • Working knowledge of statistics and metrics including (but not limited to) the ability to compute standard deviation and other measures of central tendency dispersion required. 
  • Ability to develop data outputs (reports, graphs, tables, etc.) required.   
  • Familiarity with HRIS systems including those related to data query, labor relation practices, legislation (HIPAA, FMLA and FELA), safety, security, benefits/retirement policies/procedures, field operations, purchasing, budgets, and public relations is critical. 
  • Ability to work independently with minimal supervision and handle multiple tasks simultaneously as well as strong teamwork and collaboration skills required. 
  • Strong communications and problem-solving skills including (presentation skills and the ability to work with inter-divisional staffs) is required. 
  • Ability to exercise discretion and independent judgment required. 
  • Excellent organizational skills, attention to detail and written and verbal communication skills required.
  • Strong attention to detail and confidentiality are mandatory with a focus on data quality required. 
  • Ability to make recommendations for improvements or efficiencies while also collaborating effectively and building strong internal relationships required.
  • Knowledge of employment laws including EEO, A/A, and ADA is highly preferred.
  • Advanced Excel skills highly preferred.
