The Role

About You

You are an experienced consultant who has helped public sector agencies advance complex infrastructure, service, and policy projects at the project manager level. You are motivated to help transit agencies make robust decisions by applying a blend of strategic thinking, quantitative analysis, and narrative development. You have experience leading consulting project teams to success and managing contracts, budget, and scopes of work in a dynamic and evolving environment.


Role Definition

We are seeking an experienced and motivated consultant with a track record of success managing business case analysis, strategy and policy development, and structured decision making for public sector agencies in the transit industry. We have two open positions: one in the USA (Boston or DC) and one in Canada (Toronto or Vancouver).


Role Specification

  • Working alongside Steer market leadership to provide consulting advice in public sector strategy, regional planning, business case, and structured decision making – either as a project manager or project director
  • Managing a blend of qualitative (strategic analysis, policy analysis) and quantitative (transportation market analysis, cost benefit analysis) analysis conducted by other team members to budget and quality expectations
  • Managing and supporting the development of early career professionals
  • Supporting the development of business case and transport strategy work undertaken in North America through client engagement, proposal development, and thought leadership
  • Reviewing trends and new ideas in the market to ensure our work remains cutting edge

Work Environment

All Steer employees seeking a full-time opportunity are non-exempt, and encouraged to spend 60% of their time either in office or on-site with clients. An employee’s typical work week consists of 40 hours. Hours, expectations, and exemption status will be determined for any applicant seeking a part-time opportunity.

Requirements

Your Skills and Experience

  • An ability to provide project management, execution, and leadership across 2-3 of the following disciplines or skills:
    • Strategic planning for public sector transportation agencies
    • Governance and public policy
    • Scenario planning
    • Stakeholder facilitation
    • Business case development, with an emphasis on narrative development
    • Economic appraisal
    • Transportation demand forecasting
    • Applied research
    • Structured decision support and decision making process management
  • Strong communication skills – you can fluently discuss appraisal approaches and results in a compelling manner both verbally (written/oral) and graphically (graphs, flow charts, infographics)
