Project Manager, Sprint

ICF is seeking a Project Manager, Sprint for Child Welfare Information Gateway, a service of the Children’s Bureau (CB), Administration for Children and Families (ACF), US Department of Health and Human Services (DHHS) that centralizes resources for the nation’s child welfare, adoption, and foster care professionals, along with the public.
This role leads fast-paced sprint-based planning and delivery across matrixed teams, ensuring complex tasks are translated into clear plans, executed efficiently, and delivered with high quality. The Project Manager, Sprint brings strong judgment, organization, and collaboration skills to help teams move from strategy to execution while navigating ambiguity, balancing stakeholder needs, and continuously improving how work gets done.
Key Responsibilities
Lead Sprint and Project Planning
Plan, coordinate, and manage sprint-based work from initiation through delivery
Translate high-level strategy, client needs, and stakeholder input into actionable task plans, workflows, and requirements
Develop and maintain project documentation, including sprint plans, roadmaps, SOPs, process flows, templates, and tracking tools
Manage Tasks, Timelines, and Risks
Lead end-toend task management, including scoping work, creating integrated project plans, managing schedules, and tracking milestones
Proactively identify, communicate, and mitigate project risks, including scope creep, timeline issues, and quality concerns
Perform quality assurance and quality control reviews to ensure deliverables meet requirements and standards
Coordinate Matrixed Teams and Stakeholders
Coordinate work across cross-functional, matrixed teams using Agile or hybrid Agile approaches
Work directly with internal teams, senior leadership, clients, and subcontractors to clarify needs and develop solutions
Serve as a reliable point of coordination, providing clear and timely updates, reports, and written communications
Support Continuous Improvement and Innovation
Contribute to strategic planning discussions focused on improving processes, systems, and client support
Help identify opportunities to streamline workflows, improve team coordination, and increase overall effectiveness
Support knowledge-sharing and documentation to enable consistency, transparency, and scalability
Basic Qualifications
Bachelor’s degree in Information Technology, Communications, Public Administration, Social Work, Sociology, or a related field
Minimum 8 years of professional experience, including at least 3 years in project management, client management, web development, or system integration work
Preferred Skills and Experience
At least 3 years of experience supporting public sector, human services, or mission-driven programs
PMP and/or Certified ScrumMaster (CSM) certification
Experience developing and maintaining multiphase project roadmaps
Experience supporting complex system integration or web development initiatives
Interest in work that supports families, communities, and public good outcomes
Proficiency with project and task management tools such as Microsoft Project, JIRA, Confluence, and SharePoint
Proficiency with Microsoft 365 applications (Word, PowerPoint, Outlook, Visio) and Adobe Acrobat
Strong attention to detail and experience producing highquality, errorfree work products
Professional Skills
Strong organizational skills with the ability to manage multiple priorities simultaneously
Excellent written, verbal, and interpersonal communication skills
