PURPOSE:

The Director of HR & Compliance plays a crucial role in ensuring the agency’s highest standard. The Director of HR & Compliance is responsible for overseeing the human resources department and ensuring the organization adheres to all relevant laws and regulations. In addition, this role involves developing and implementing HR strategies, managing compliance programs, and fostering a positive work environment.
RESPONSIBILITIES:
· Develop and execute HR strategies aligned with organizational goals and objectives.
· Function as strategic business advisor and partner to the executive/senior management of each business unit or specialty group regarding key organizational and management issues.
· Ensure compliance with federal, state and local employment laws and regulations.
· Provide support to managers to ensure agency personnel is treated in a nondiscriminatory fashion.
· Foster a culture of inclusion, diversity, and equity within the organization while upholding agency core values.
· Consult with Legal Counsel as needed.
· Administer progressive disciplinary actions as necessary.
· Develop and enforce HR policies, processes, and procedures, including but not limited to the development and implementation of employee handbook.
· Develop and deliver compliance training programs to educate employees and management staff on relevant laws, regulations and company policies and procedures.
· Lead and manage the staff of the human resources department, providing guidance, coaching and professional development opportunities.
· Oversee and provide guidance to payroll personnel, payroll management and 401k administration policies and procedures.
· Manage performance appraisal systems to drive performance and advancement.
· Analyze HR metrics and provide reports to senior management.
· Manage compensation strategy.
· Maintain and administer EEOC and Affirmative Action programs, serve as liaison for federal, state and local agencies reporting.
· Assist in Mergers and Acquisition process to ensure employment compliance.
· Oversee Human Resources departmental budget.
· Participate in continuing education opportunities, meetings, seminars and workshops.
· Perform other related duties as assigned.
Requirements
· Experience: At least ten (10) years of experience in similar position is desirable.
· Education: Bachelor’s degree in Human Resources, Business or related field.
· Certifications: SHRM-CP, SHRM-SCP, or similar HR certifications are a plus.
· Excellent problem-solving, strategic thinking, and analytical skills.
· Strong understanding of HR laws, regulations, policies and procedures.
· Strong communication and interpersonal skills.
· Strong organizational skills.
· Familiar in a variety of computer software applications including Microsoft Office products (Word, Excel, Outlook, PowerPoint), and HRIS system.
