Program Manager and Staff Action Officer
KBR is seeking a Program Manager and Staff Action Officer with a moderate to expert understanding of Department of Defense (DoD) Acquisition Process and Program Management procedures. They must have a basic understanding of Counter-Small Unmanned Aircraft Systems (C-sUAS) technologies that are designed to detect, identify, track, and mitigate the potential UAS threats. Individual will apply program management expertise in program management reviews of active JCO-funded, Military Service-led C-sUAS RDT&E projects and in annual reviews and approvals of new Service C-sUAS RDT&E project proposals. Individual will apply acquisition expertise to the planning, programming, budgeting, and execution (PPBE) of JCO-funded C-sUAS research, development, test, and evaluation (RDT&E) activities. Individual will coordinate as directed with JCO stakeholders in the Office of the Secretary of Defense, the Joint Staff, the Military Services, and other DoD and U.S. Government organizations. This position will directly support the Acquisition and Resource Division in the DoD’s Joint Counter-small Unmanned Aircraft Systems Office (JCO).
Duties will include:
- Working closely with JCO military and civilian leads and execute their guidance.
- Maintaining situational awareness of and following applicable JCO and DoD acquisition and program management procedures and policies.
- Maintaining situational awareness of current and developing UAS threats and C-sUAS solutions.
- Providing daily project management coordination for JCO-funded RDT&E efforts.
- Planning and executing twice a year program management reviews of active JCO-funded and Military Service-led C-sUAS RDT&E projects.
- Coordinating corrective actions for underperforming projects and approval of change recommendations in project funding for current projects.
- Planning and executing annual reviews of new Military Service C-sUAS RDT&E project proposals.
- Coordinating approval of recommendations for funding new project proposals.
- Coordinating closely with the JCO Resource Management Section and the supporting acquisition organization for accurate and timely reporting of JCO PPBE data, including the submission of R forms in the U.S. Government P&R Forms database.
- Supporting JCO PPBE briefings to the supporting acquisition organization, Congressional professional staff members, and others.
- Coordinating operational planning teams and working groups with JCO staff and external stakeholders as needed for special subjects/issues.
- Coordinating staffing actions and taskers in accordance with JCO and DoD SOPs and policies.
- Supporting JCO demonstration events at remote CONUS test centers.
- Preparing written products (emails, presentations, info papers, reports, and executive summaries) based on JCO military and civilian guidance.
- Conducting presentations to JCO & DoD leadership and staff and other stakeholders.
- Representing the JCO in C-sUAS forums based on JCO military and civilian lead guidance.
- Displaying excellent oral and written communication skills and extreme proficiency in Microsoft Office products (Excel, Outlook, PowerPoint, Teams, and Word).
- Answering requests for information from a variety of key stakeholders, including Congress, OSD, and the Services.
Required Qualifications:
- Bachelor’s Degree. Master’s Preferred
- Defense Acquisition Workforce Improvement Act (DAWIA) certifications in Program Management and or Contracting, or a Project Management Professional (PMP) certification.
- 11+ years of related work experience.
- Secret level security clearance. Top Secret is preferred.
