The Hayward Area Recreation and Park District (H.A.R.D.) is seeking a talented project management professional to work in a fast-paced, dynamic environment to implement capital improvement projects funded by the $250 million Measure F1 Bond measure overwhelmingly approved by voters in November 2016. The District
H.A.R.D. is an independent special district that encompasses over 100 square-miles and services 290,000 residents in the City of Hayward and the unincorporated communities of Ashland, Castro Valley, Cherryland, Fairview and San Lorenzo. Since its creation in 1944 H.A.R.D. has become the largest recreation district in California with over 140 parks that have received national and state recognition for their design, innovation and beauty, as well as hundreds of educational and recreational classes and programs.

The Position
The Capital Project Manager will have the opportunity to leave a lasting impact upon the Hayward area by providing improvements for our parks, parkways, trails, and wide-range of facilities. The District is seeking a highly motivated, innovative, and skilled individual to assist in the planning, design and construction of capital improvements. The Capital Project Manager oversees outside consultants and contractors to deliver public works projects and report directly to the Capital Planning and Development Director. A successful candidate will bring:


A minimum of three years of increasingly responsible technical and professional work experience in project management including design and construction phases
A passion to create memorable places that improve the communities they serve
Exceptional communication skills and an ability to work with community members and agency decision makers
Ability to solve problems, overcome challenges, and respond effectively to changing priorities


A BA/BS degree in architecture, landscape architecture, engineering, planning, construction management, or related field is required. California registration as a professional architect, landscape architect or engineer is desired. Experience in the public sector is highly desired.

The Hayward Area Recreation and Park District is a Special Public District. As a California city, county, or state agency or public district employee, you may be called upon as a disaster service worker in the event of an emergency.

This position is a Fair Labor Standards Act (FLSA) Exempt, Non-Civil Service/At-Will, Limited Term role.

DESCRIPTION

Under general direction, provides professional project management, liaison, and contract administration for the design, construction and modification for District facilities and parks in support of the capital improvement program. Serves as the District’s primary point of contact to consultants and contractors, project stakeholders and the public while managing all phases of a project, including budget, scheduling, controls, customer relations, and performs related work as required.

Receives general supervision from the Capital Planning and Development Director. The Capital Project Manager plans, organizes, directs and controls all or part of an engineering or architectural project from concept through design and construction to close out of the project contract. Capital Project Manager positions are responsible for: preparing and monitoring the project budget, including occasionally obtaining funding; overseeing the completion of conceptual design; overseeing planning activities; coordinating work of multi-disciplinary technical consultants; working extensively with the public, private contractors, special interest groups, governmental and regulatory agencies, and District departments; coordinating environmental review and/or obtaining permits; controlling project costs and schedule; reviewing change orders; serving as primary contact for all parties involved in the project; and other duties as required.
 

The Capital Project Manager position may have responsibility for multiple projects. The position will oversee projects that typically meet the following criteria:


They are at a substantial dollar level
They continue over a multi-year period
They require significant negotiation and consensus building among a variety of stakeholders
They may involve complex architecture/i
