Job Description:
JOB SUMMARY
The Assistant District Attorney who supervises the Highway Safety & Vehicle Crimes Unit will be responsible for overseeing prosecution of all vehicle-related cases in Lancaster County, including DUIs. It should be noted that many of the cases in the unit are assigned to the newest members of the office. In light of that, the supervisor of this unit must take extra care to ensure staff are complying with the unit and office policies and protocols. The Supervisor will also be responsible for creating and implementing a training program aimed at further developing the understanding of DUI statutes, caselaw, and related advocacy skills for trying those types of cases.
The supervisor of this unit will also be responsible for the administration and operation of the Lancaster County DUI Central Court. The supervisor will be permanently assigned to appear to represent the Commonwealth in proceedings at DUI Central Court.
The Highway Safety & Vehicle Crimes Unit Supervisor will also be the Assistant District Attorney that oversees the Lancaster County Major Crash Team. The supervisor of this unit will maintain a list of all pending investigations, including their nature, status, and investigating department as well as acting as a liaison between the various law enforcement members of the Major Crash Team and the Lancaster County Office of the District Attorney.
The Highway Safety Unit & Vehicle Crimes Supervisor will also oversee the Lancaster County DUI Task Force in conjunction with the District Attorney.
The Supervisor will also maintain an active caseload including Homicide by Vehicle, Aggravated Assault by Vehicle, DUI, Auto Theft, and Summary Traffic-Related Cases.
REPORTING RELATIONSHIPS
This position reports directly to the First Assistant District Attorney with oversight from District Attorney.
This position supervises the prosecution of DUI and Major Crash Team cases as delegated.
ESSENTIAL JOB FUNCTIONS
Supervise Highway Safety & Vehicle Crimes Unit cases to include tactical advice, plea negotiation advice, and plea approvals.
Approve charges and plea approval for Homicide by Vehicle cases with consultation with the DA
Administer and Appear on behalf of the Commonwealth at Lancaster County DUI Central Court
Maintain Breath testing Device Calibration and Accuracy Database
Oversee the tracking of all Major Crash Team Cases
Oversee the Lancaster County DUI Task Force
Create and implement a training program aimed at further developing the understanding of DUI statutes, caselaw, and related advocacy skills for trying those types of cases.
Responsible for personal caseload including Major Crash Team Cases, DUI Cases, Auto Theft Cases, and Summary-Traffic-Related Cases.
Provide local trainings for municipal and PSP law enforcement agencies on legal updates to the Pennsylvania Vehicle Code. Recommend appropriate procedures for the District Attorney’s consideration for local implementation.
Become certified to teach trainings to officers for NHTSA and/or PennDOT Approved SFST, ARIDE, and Checkpoint classes.
OTHER SPECIFIC TASKS OR DUTIES
Represent the office in any court calendar proceedings.
Handle questions from and advise police officers and less experienced prosecutors on cases and law.
Respond to crime scenes to assist investigations as needed.
Act as Duty DA to be on call for the office on a rotating basis.
Provide trainings to police when requested by the DA.
Perform other duties as assigned.
MINIMUM QUALIFICATIONS
Minimum of five years as a practicing attorney with a workload devoted exclusively or primarily to the practice of criminal law as either a prosecutor or defense counsel or any equivalent combination of education, experience, and training that provides the required knowledge, skill, and ability to perform the job.
