Position Overview

The Illinois Department of Commerce & Economic Opportunity seeks to hire an individual with a strong understanding of tax incentive programs to administer and manage the Illinois Live Theater & Film Tax Credit programs for the Illinois Film Office (IFO). Live Theater & Film productions generate over $1 billion annually in Illinois. IFO is dedicated to increasing the amount of quality film and theater productions across the State. This Illinois Film Production Tax Credit Manager will evaluate incoming tax credit applications, work with applicants to address their needs, and oversee the applications from start to finish, managing the Film Tax Credit Coordinator. Essential Functions

• Serves as a liaison between the Film, TV, and TV Commercial industry and the Illinois Film Office (IFO), collaborating with local, national, and international stakeholders on the Film Tax Credit.
• Assesses Film Tax Credit Applications with IFO staff and legal counsel, ensuring compliance and accuracy. 
• Reviews and submits quarterly and annual statutory reports for the Film Tax Credit Program.
• Oversees the maintenance, updates, and continuous improvement of the Film Tax Credit Application and database.
• Serves as working supervisor.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires the knowledge, skill, and mental development equivalent to the completion of four (4) years of college, preferably with course in business or public admininstration.
• Requires three (3) years of progressively responsible administrative experience in a public or business organization. 

Preferred Qualifications

• Prefers Certification as a Certified Public Accountant. 
• Prefers advanced level experience in the utilization of spreadsheet software, document creation. email and cloud-based platforms. 
• Prefers three (3) years of professional experience developing and administering strategic goals and objectives for a public or business organization. 
• Prefers three (3) years of experience developing, installing, and evaluating the use of new and revised methods, procedures, or performance standards.
