We are seeking candidates for the position of Manager Of Recruitment/Staffing (6160) in the HR/Business Services.

Salary Range: Min: $86,476.00 - Mid: $108,082.00 - Max: $129,688.00

OVERALL DESCRIPTION
Responsible for establishing the recruitment strategies and processes for assigned area. Oversees and directs the activities of the recruitment staff. In partnership with Hiring Departments, develop short-term action and long term plans to improve recruiting productivity and performance while ensuring customer satisfaction and compliance with Affirmative Action and Equal Employment Opportunity.
SPECIFIC RESPONSIBILITIES
1. Establishes recruiting and staffing processes for assigned area that attract and retain best-qualified, diverse personnel. Directs the development, delivery and implementation of innovative sourcing and staffing strategies. (e.g. employment advertising campaigns, job fairs, Internet recruitment, etc.)
2. Aligns Staffing strategies with human resources departmental and Authority goals.
3. Responsible for reviewing headcount with hiring department and initiating Personnel Requisitions.
4. Supervises the activities of assigned staff. Provides leadership, training, and direction.
5. Act as mentor, assists in problem solving, coaching, and process coordination, as necessary.
6. Oversees the development of policies and practices to build and enhance SEPTA’s commitment to workforce diversity. Develops and implements organizational strategies to achieve diversity goals.
7. Acts as a consultant to hiring managers in forming tactical and strategic plans. Develops effective working relationships and establishes consultative partnerships with internal management, technical schools, universities and professional organizations to creatively develop and maintain recruitment sources, facilitates the recruitment process and maximizes employee retention. Provides consultation to hiring managers on the recruitment and selection processes, interviewing techniques and salary negotiations.
8. Closely aligns activities of assigned recruitment team with strategic initiatives of the human resources department and the Authority.
9. Maintains and implements all employment-related Authority policies and procedures, ensuring the hiring process is conducted in accordance with all state and federal laws.
10. Develops and oversees the maintenance of appropriate employment records and systems, including background checks, Requisitions for Personnel, applicant flow, internal transfers, and posting, etc.
11. Prepares and maintains reports and statistics pertaining to vacancies, hiring needs, etc.
12. Ensures that all recruitment moves within assigned area are conducted in accordance with promotional and transfer provisions of labor agreements and/or Authority policies/ procedures. Directs all posting activities and qualification testing in compliance with Authority policies and Labor Agreements. Works closely with Labor Relations and appropriate departments with regard to any actions affecting Bargaining Unit Employees such as retrenchments, lay off, recall, medically disqualified employees, etc.
13. Oversees the processing of SuccessFactors transactions for new hires.
14. Keeps current on development and trends in employment, especially in the areas assigned responsibility.
15. Performs the role of “Team Leader” in special projects and/or recruitment initiatives as assigned.
16. Represents the Authority at various recruiting and community events.
17. Performs other duties as assigned.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s Degree with at least six (6) years of related recruitment experience required – which includes experience implementing and developing recruiting strategies based upon hiring requirements, customer environment, and EEO/AA staffing compliance.
- Must have experience with a variety of recruitment sources such as news media, professional organizations, search firms and Internet/web-based recruitment sites.
- Demonstrated ability to handle multiple assignments with limited timeframes required.
