Description
The Deputy of Human Resources is responsible for all aspects of employee relations programs and fostering a positive workplace environment within Victory Programs. The individual will act as a liaison between employees and management, ensuring compliance with company policies and employment laws and developing programs to improve employee satisfaction and productivity. They will implement employee engagement strategies including recognition, retention, mentoring, capacity building, and DEI initiatives. Additionally, the individual in this role will assist in key areas such as, training, performance management, compensation, EEO/Diversity and HRIS. The Deputy of Human Resources assists the Chief Human Resources Officer on the development and implementation of human resources policies and procedures and the overall management of the department.

Essential Functions:
- Leads major human resources program initiatives including pay for performance, recruitment, employee retention, HRIS and employee relations.
- Specializes in managing and improving employee relations, ensuring compliance with labor laws, and resolving workplace conflicts.
- Works in partnership with the Chief Human Resources Officer as an advisor on employee relations issues, legal trends and all matters related to the efficient use of human resources personnel.
- Works closely with employees, managers, and the HR team to promote a positive and productive work environment.
- Serves as a point of contact for employees regarding workplace concerns and issues.
- Conducts thorough and impartial investigations into employee complaints of harassment, discrimination, or other misconduct.
- Provides support, fact finding methods and solutions for resolving human relations problems.
- Advises administrative personnel, and supervisors regarding the proper application of federal and state laws, rules, and policies related to specific employee situations.
- Ensures that HR policies are communicated effectively to all employees.
- Develops initiatives to enhance employee engagement and satisfaction.
- Organize employee recognition programs and events to foster positive workplace culture.
- Provides leadership, direction and coaching to agency staff.
- Coordinates a Mentorship program for new hires agency wide.
- Encourages professional development through coaching and developing staff with ongoing capacity building strategies.
- Develops and implements agency wide training programs that enables the workforce to make improvements and prioritize organizational concerns in accordance with an ongoing strategic plan.
- Facilitates training sessions on performance management and employee relations topics.
- Performs high level Human Resources functions and carry out department responsibilities in the absence of the CHRO.
- Design and deliver training programs on topics such as conflict resolution, communication and workplace behavior.
- Performs other duties as assigned.
Required Qualifications:
- Previous experience in capturing metrics and producing various employment reports.
- Ability to use data and statistics to bring resolution to real work HR problems.
- Strategic thinker capable of understanding the big picture and developing long term HR goals and strategy.
- Dedication and commitment to change management, continuous improvement, and high level performance.
- Innovative mindset to develop new ways of working across a diverse pool to optimize work and performance, a strategic doer, demonstrating agility and collaboration throughout the organization.
- Excellent verbal and written communication skills.
- Excellent interpersonal skills and attention to detail.
- Must be task and detail oriented and diligent in overseeing and managing tasks.
- Proficient in Microsoft Office Suite or related software.
- Experience working in the non-profit sector.
Education and Experience:
- BA/BS degree from accredited college/university; Human Services or related field preferred.
- At least 7 years of HR experience, with at least 2 years in a management position.
- Three professional work references, at least 2 from supervisor or manager.
- SHRM Certification preferred.
Compensation and Benefits:
This is an outstanding opportunity to contribute to a highly effective non-profit team. Salary Range for the role is $90,000 and is commensurate with lived and professional experience.
